- Classification Code: B?Special Studies and Analysis ? not R&D NAICS Code: 518210 Data Processing, Hosting, and Related Services The Food and Drug Administration intends to negotiate, on a non-competitive basis, a 17.5 month contract with GLH, Inc., 958 Heathsville Lane, Heathsville, VA 22473, to continue the data system to accumulate and report on results from industry, state and federal agencies, of milk testing for animal drug residues. From previous contracts, GLH, Inc. has worked in concert with the National Conference of Interstate Milk Shipments (NCIMS) to develop both the system to record data and the reporting system. The contract requires knowledge of the methods used for testing milk for drug residues, including screening and laboratory techniques; interfacing with the NCIMS, states, federal agencies, and industry that establish the testing requirements; maintenance and operation of the database system; and interpretations, guidance, and information on the technical aspects of the data. GLH has refined and expanded the technical knowledge and has the expertise to enhance the comprehensive knowledge of the data and provide specialized reports. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice is issued for informational purposes and not a request for competitive proposals. Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met, no later than 15 days from the date of this announcement. A determination by the Government not to compete with the proposed contract based on responses from this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
