- This is a notice of intent to award a purchase order to Rutherford & Cheken, 55 Second Street, Suite 600, San Francisco, CA under the authority of FAR 13.106-1(b) to develop content for and subsequently present a seminar for work that closely relates to work that they completed on a contract awarded to them for support of the National Earthquake Hazard Reduction Program. One of the goals of the National Earthquake Hazard Reduction Program (P.L. 101-614) is to reduce the number of seismically unsafe buildings in the U.S. In 1994, the President of the United States issued an executive order (E. O. 12941) to direct Federal agencies to initiate a program of seismic rehabilitation of existing Federal buildings. In support of this effort, the Interagency Committee on Seismic Safety in Construction (ICSSC) has developed a handbook to guide Federal agencies in their seismic rehabilitation program of existing buildings. The technical resources needed to develop the handbook were provided by Rutherford & Cheken under Contract No. SB134104C0018. To facilitate the implementation of the handbook, an educational seminar is planned for the ICSSC representatives and Federal agency engineers. Because of Rutherford & Chekene's involvement in the aforementioned contract, they are the only source that NIST is currently aware of that is reasonably available and qualified to perform the requirements of this procurement for which the scope is described below. Scope of Work The Building and Fire Research Laboratory (BFRL) at the National Institute of Standards and Technology (NIST) chairs the ICSSC. BFRL also chairs a subcommittee under which the seismic rehabilitation handbook was prepared. In order to implement as expeditiously as possible the use of handbook, ICSSC has planned to hold an educational seminar for Federal agency seismic program managers and engineers. To meet this need, ICSSC requires a Contractor to develop the seminar material and to conduct the seminar. This seminar is scheduled to be held in FY 2006. This notice is not a request for quotations. However, sources that believe they are qualified and capable of providing the services required for the procurement referenced in the Scope of Work section above may provide a written response to this notice no later than July 24, 2006 to joseph.widdup@nist.gov. Such response shall clearly and unequivocally demonstrate the source's capability to perform the requirements noted in the Scope of Work section above and demonstrate the source's familiarity with the workings of the ICSSC and particularly with the seismic rehabilitation handbook. The decision whether to compete this procurement is at the Government's discretion based on detailed capability responses received to this notice.
