Description
NASA/JSC has a requirement for a Ball Strut Tie Rod Assembly (BSTRA) Flowliners Safe Flight Rationale Study. The contractor shall perform an assessment of the flight safety risk of potential fatigue failures in the Shuttle LH2 feedline Ball Strut Assembly (BSTRA) flowliners due to exposure to the Space Shuttle Main Engine (SSME) Low Pressure Fuel Turbo-Pump (LPFTP) Higher Order Surge Cavitation (HOSC) and Higher Order Rotating Cavitation (HORC) pressure/flow noise. Fluid/structural interaction models developed to accomplish this task shall be validated against the measured Gimbal Upstream and Downstream Flowliner responses to HOSC/HORC noise from the Battleship Test Assembly (BTA) and Gimbal Test Assembly (GTA) ground test hot firing data of the SSME. The analytical model used in this assessment shall be capable of determining the mode shapes, resonant frequency, and damping of the BSTRA flowliners interacting with LH2. NASA/JSC intends to purchase this item from InDyne Inc. as this study is a continuation of previous work performed; therefore, a competition at this time is not feasible. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 21, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
