Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It is the intentions of Headquarters, US Army Intelligence and Security Command to purchase seven (7) each, Improvised Exploding Device (IED) animations. Statement of Work: Task: Provide Consultancy Support Services Joint Improvised Explosive Device Defeat Organization (JIEDDO) 1.0 SCOPE. This effort integrates multi-discipline intelligence sources, collection methods, and operational concept recommendations which JIEDDO shall disseminate to US Military units in preparation for deployment OCONUS. 2.0 OBJECTIVE: The 3D animation will enhance a training package developed by JIEDDO and the Army Directed Studies Office (ADSO). 3.0 TASK ONE. 3.1 Using the model / 3D environment from Scenario #1, already completed non-narrated, computer generated 3-D animation illustrating an Improvised Explosive Device (IED) scenario based in an urban environment for JIEDDO. URS will produce three new animati ons illustrating different IED scenarios. It is understood that in these three scenarios there will be no change in the characters and vehicles. Contractors will be directed by ADSO on the details of the correct procedures of the Coalition Forces as well as Insurgents. In addition, four new IED Scenarios will be animated in newly constructed 3D environments. It is understood the 3D environments will be chosen by ADSO and provided during initial development meetings. Characters, vehicles, and munitions wi ll be constructed and animated based on direction given by ADSO. 3.2 It is estimated all seven animated scenarios will run approximately 14 minutes in length (2 minutes each). All animated scenarios will be packaged and delivered on an Interactive CD-Rom. The level of interactivity will allow the user / viewer to manip ulate the interface and choose which animation he or she wants to view. 3.3 The Interactive CD-Rom will be delivered no later than 3 ? weeks after ontractor receives written approval to proceed. A detailed schedule indicating the delivery of draft animations during the 3 1/2 week period will be generated for ADSO to view the animations as each scenario reaches completion. 3.4 The Contractor shall have demonstrable experience in creation of visual products (optimally documentaries), including ability to perform and/or oversee videography, digital image and sound capture and post production. 3.5 The Contractor shall use visual forms of story-telling to graphically depict, through multi-media capabilities, both intelligence assessments and possible operational concepts and plans. 3.6 The Contractor shall integrate information and products with other JIEDDO intelligence activities and operations in order to enhance creation of final visualization products. 3.7 The Contractor shall provide support for quality assurance of ADSO products and services. 3.8 The Contractor shall provide assistance in monitoring task accomplishments and staff action control for suspense items. 4.0 TASK TWO. Contractor will provide direct technical support to the ADSO in the development of 3-D animation to be used by the Contractor. 4.1 Contractor will provide consulting expertise during production capability. 4.2 Contractor shall create a plan/timeline for the delivery of animation products. 5.0 Government Furnished Support: The Government will provide all relevant data necessary to describe all seven scenarios. 6.0 (U) Period of Performance: The period of performance for this Task Order shall be for the delivery of the 3-D animation product not later than 11 Aug 2006. 7.0 (U) Deliverables: The Contractor will produce seven non-narrated, computer gene rated 3-D animation three new animations illustrating different IED scenarios and four new IED Scenarios with newly constructed 3D animated environments. All seven animated scenarios will run approximately 14 minutes in length (2 minutes each). All anima ted scenarios will be packaged and delivered on an Interactive CD-Rom. The level of interactivity will allow the user / viewer to manipulate the interface and choose which animation he or she wants to view to be used for training and briefing purposes. 7.1. The Contractor shall furnish the deliverables stated within each task as required. Issues regarding deliverables to the government will be coordinated through the LTC Rios. 8.0 (U) Reporting. The TTM for this Task is LTC Rich Shaw (ADSO 703-428-4828). 9.0 JOB REQUIREMENTS: The Contractor shall have a working knowledge of their field related tools as mentioned in para 3.4. The Contractor shall be able to organize projects, develop and track project budgets and, when necessary, interact with sub-contract ors and vendors. The Contractor shall have a strong sense of visual story-telling and a flexible approach to problem-solving. Must have demonstrable experience in creation of visual products (optimally documentaries), including ability to perform and/or ov ersee videography, digital image and sound capture and post production. Ideal candidate will have completed significant coursework in filmmaking and/or have played a hands-on role in a number of areas of film/television production including personal abilit y to create computer generated graphics and special effects.
