Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR 13.5, and as supplemented with additional information included in this notice. This announcement co nstitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W912L2-06-R-0001 is being issued as a Request for Proposal. (III) The solicitation document and incorporated provisions and c lauses are those in effect through Federal Acquisition Circular 2005-09 (May 19,2006). (IV) This solicitation is issued as a 100% Small Business Set-Aside. The associated NAICS Code for this acquisition is 332999; small business size standard is 500. (V ) COMMERCIAL ITEM DESCRIPTION: Aircraft Maintenance Stands for KC-135R aircraft. Line Item [0001] Left and Right Wing Stands (one set); Line Item [0002] Dry Bay Stands (2ea); Line Item [0003] Cargo Door Stands (2ea); Line Item [0004] Left and Right Rear D oor Access Stands (one set); Line Item [0005] Left Rear Door Access Stand (1ea); Line Item [0006] Boom Maintenance Stand (1ea). (VI) Contractor shall submit with their proposal, detailed drawings of stands, in accordance with the enclosed aircraft configu rations and Statement of Work (SOW). Offerors are encouraged to submit alternate proposals, which will be evaluated separately. Period of Performance is 120 days ARO. (VII) Place of Performance: 161st Air Refueling Wing, Phoenix, AZ 85034, FOB Point is DESTINATION (transportation charges, if any, are to be proposed separately). (VIII) The following provisions in their latest editions/revisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. (IX) FAR 52.212-2, Evaluation - Commercial Items. The Government will award a firm-fixed priced contract resulting from this solicitation, to the responsible offeror whose offer, conforming to the solicitation, will be of Best Value to the Government. Best Value is the most advantage ous offer, price and other factors considered, with the Government's stated importance of evaluation criteria. The following factors will be used to evaluate offers: 1) Functionality of Design; 2) Past Performance; 3) Delivery Schedule; 4) Price. Functio nality: drawings and specifications containing sufficient detail to allow for government evaluation against SOW performance requirements. Past Performance: The offeror shall submit (with proposal) past/present performance narratives for the firm on not le ss than three (3) or more than five (5) contracts that demonstrate experience in performing relevant work similar in scope, size and complexity to the requirements of the SOW. Include awards, customer letters of commendation, etc., with points of contact and telephone numbers. Delivery Schedule: Offerors shall submit as part of their proposal, a scheduled delivery and installation completion date. A performance period of 120 days ARO shall be the baseline for evaluation of the contractor's proposed sch edule. Anticipate a contract award date on or about 18 August 2006. Price: The government intends to evaluate offers and make award without discussions with offerors (except clarifications as described in FAR 15.306(a). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price standpoint. Do not assume you will have the opportunity to clarify, discuss or revise your offer. Offeror may, at the discretion of the Government, be asked to provide more information and clarification regarding their proposal. Request for such information does not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. SITE VISIT: Due to space constraints, considerations for sloping floors, and special considerations for the Aqueous Film Forming Foam (AFFF) fire suppression system nozzles located wit hin the hangar, we highly encourage offerors to participate in a planned site visit. (X) FAR 52.212-3 (Alt 1), Offerors Representations and Certifications, Commercial Items (Offerors shall include a completed copy as part of their proposal. (XI) FAR 52.2 12-4, Contract Terms and Conditions, is incorporated by reference and applies to this acquisition with the following addendum: DFARS 252.204-7004 Required Central Contract Registration, Commercial Items.
