Description
The Program Support Center, Division of Acquisition Management, has a requirement to obtain services for the Office of the Assistant Secretary for Planning and Evaluation. The government knows of only one source, Center for Studying Health System Change, 600 Maryland Avenue, SW, Suite 550, Washington, DC 20024, capable of providing a 12-week project to obtain technical and analytical assistance to analyze current and possible future government efforts to promote greater use of pricing transparency for the delivery of health care services. The Center for Studying Health System Change has been justified as a sole source for the following reasons: (1) senior staff are noted national experts in studying local and national health care markets and have testified before Congress on price transparency issues; (2) since its inception more than a decade ago, the Center for Studying Health System Change has consistently provided timely, topical research on key areas of health policy; and (3) in regard to health care pricing transparency, the Center for Studying Health System Change has conducted a number of studies examining the experience of pricing transparency for specific health care services. For these reasons, the Center for Studying Health System Change is considered uniquely capable of performing this work in a timely and cost efficient manner. The purpose of this proposed project is to develop realistic expectations on the application of price transparency to health care services. The focus will be to identify instances where price transparency has the greatest potential to achieve savings, assess the informational needs, and the appropriate role of the government. This project will have two phases, with the first phase consisting of an overview of price transparency and an examination and assessment of conceptual issues concerning the application of pricing transparency to health care services. The second phase of the project will examine the role that government can undertake to enhance transparency for consumers. Interested parties capable of providing the above slated services shall respond, in writing, addressing their knowledge and experience dealing with the subject matter and ability to provide theses services.
