Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ # 6020. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11 dated 7/05/06. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 423450 and the small business size is 100. The Rocky Mountain Laboratories is seeking an 8A, Hubzone, Service Disabled Veteran or Small Business to provide a Microplate reader with the following capabilities: Five detection modes: Absorbance (ABS), Fluorescence intensity (FI), Time Resolved Fluorescence (TRF), Fluorescence Polarization (FP) and Luminescence. A tunable quadruple monochromator (1 nm steps) which allows selection of 2-excitation wavelengths and 2-emission wavelengths in the range 230-850 nm, without individual wavelength filters. The detectors must be silicon photodiodes for ABS, LEDs for FP and a PMT for Luminescence. Measurement speed is to be: <10 sec for a 96-well plate (ABS), <18 sec for a 96-well plate (FI). The reader must accommodate a variety of standard plates as well as cuvettes and petri dishes. Custom definitions for other plate formats must be available. The Microplate reader must be extremely sensitive, being able to detect <5 pM fluorescein, and have a wide dynamic range (8 decades for luminescence measurements). Vendor must include warranty information, installation and initial training. The government has for trade in credit one Safire Microplate reader. FOB point shall be Destination, Hamilton, MT. Inside delivery shall be not more than 90 days after receipt of order. Delivery location is Rocky Mountain Laboratories, 903 S 4th St, Hamilton, MT 59840. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial Items; FAR52.212-2 Evaluation Commercial Items; FAR52.212-4 Contract Terms and Conditions Commercial Items; FAR52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items; FAR; 52.204-9 Personal Identity Verification of Contractor Personnel. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on: 1) the capability of the item offered to meet the above stated salient characteristics; 2) Warranty, and 3) Price. Warranty information to include period and coverage shall be stated.
