- POC: Mr. Wyman W. Walker, Contracting Division, 918/669-7043 DESC: THIS SOLICITATION IS SET ASIDE FOR SMALL BUSINESS. One (1) Indefinite Delivery Indefinite Quantity (IDIQ) Service Contract will be awarded for environ?mental ser?vices at Fort Bliss and other Southwestern Division (SWD) project locations. The procu rement is 100 percent set aside for Small Business (SB) contractor competition. The contract is anticipated to be awarded no later than 30 September 2006. The contract is for five (5) years with no option years and a total contract amount not to exceed $ 7,500,000. All services required under this contract shall be described in an individual scope of work which may include, but not necessarily be limited to, the following types of tasks. The contractor may be tasked to provide assistance in order to pe rform various aspects of a broad range of civil and military environmental, planning and facility support types of activities. Such activities may involve, but are not limited to: planning, construction management, environmental, social and cultural archa eological work. Sites and/or work locations within the scope of this contract include hazardous waste sites, underground storage tanks, sites with petroleum contamination; Construction general permits, Multisector general permits (MSGP), and Small municip al separate storm sewer system (MS4) permit implementation and management; explosive waste or ordnance sites, and other related sites at active or inactive facilities with environmental concerns. A. Investigations/Studies. General services may include, b ut are not limited to: library/literature research; field work to include site reconnaissance, subsurface soil investigations, monitoring well installation, data collection, sampling and field analyses, environmental auditing, watershed sustainability, wet lands delineation, Section 404 Permit Documentation preparation, maintenance of flood zone maps, risk assessment, site characterizations, including site inspections, remedial investigations, remedial action operations, etc.; laboratory data analyses, numer ical and physical modeling; noise assessments; mapping; and compilation of data for statistical analyses, report preparation, record searches including interviews, search archives and other media including photographs, aerial data, etc. and any other techn ical support required. B. Environmental Compliance/Other Services. Provide assessment of environmental compliance programs including recommendations for and development of actions necessary to comply with regulatory requirements or to improve the progra ms. Program areas may include, but are not limited to: development of environmental management plans; master planning activities for military installations; hazardous material/waste management and remediation; maintenance, upgrade, and cleanout operations of oil water separators and stormwater systems; environmental training; municipal solid waste management; waste water treatment; air and water quality; and natural and cultural resources management. These may include but are not limited to: Spill Preven tion Control and Countermeasures Plans amendment, revision, training, and analysis/maintenance of spill history data; Facility Response Plan preparation and revision; Installation Spill Contingency Plans; Risk Management Plans; Solid Waste Management Plans ; Pollution Prevention Plans; Hazardous Waste Minimization Plans; Stormwater Pollution Prevention Plan; Waste water monitoring plans preparation and revision, including sampling reports; development of wash facility influent limits, secondary containment s torm water drain valve management; development of Installation Compatible Use Zone (ICUZ) studies; Ozone Depleting Chemicals Management Plan; Installation Asbestos Management Plan; Air Quality Management Plan, etc.; biological and archaeological resource m onitoring; Environmental Compliance Assessment System work; preparation of National Environ mental Protection Act documents and permits; water quality monitoring; air emissions inventories; Natural Resource Damage Assessment; development and implementation of geographic information systems. Prepare community relations plans for CERCLA and RCRA or similar activities according to acceptable standards and guidance; develop and perform air quality monitoring plans as required under the Clean Air Act; develop or amend Closure Plans according to a pplicable USEPA and State regulations; provide technical support via investigation studies and remediation data documents; prepare, review or modify groundwater assessment or monitoring plans to insure achievement of government objectives; develop or mo dify RCRA Part B Permit applications; prepare, review or modify contingency plans, Waste Analysis Plans, Personnel Training Plans, and/or Inspection Plans in accordance with USEPA RCRA and State regulations; provide tank tightness testing services accord ing to requirements of Federal and/or State regulations; establish and review permit requirements for RCRA and CERCLA activities; determine Applicable or Relevant and Appropriate Requirements (ARARs) for CERCLA sites; provide support via environmental s tudies/plans regarding various environmental compliance regulations including but not limited to the Clean Air Act, National Environmental Policy Act, land management issues, noise, asbestos, lead based paint, environmental compliance audits, environmental permitting, and environmental baseline surveys; prepare environmental assessment and impact statements relating to wetlands and floodplains delineation, water features, natural drainage patterns and respective drainage areas, manmade drainage pathways, N ational Pollution Discharge Elimination System (NPDES) outfalls, etc., and a description of all types of containment (natural and manmade); develop and maintain an administrative record of applicable records documenting the history of environmental invest igations at a given site or installation; prepare pollution prevention plans and other compliance activities and documentation; and any additional services required to support Tulsa Districts environmental mission.
