Description
The U.S. Department of Transportation, Research and Innovation Technology Administration, Volpe National Transportation System Center (Volpe Center), intends to negotiate on a sole source basis under the statutory authority of 41 U.S.C. 253(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements with Aedilis Corporation of Sammamish, Washington. The Volpe Center has a requirement to support a SAFETEA-LU provision to conduct research on the feasibility of installing fiber optic cabling and wireless communication infrastructure along multi-state Interstate System route corridors for improving communications services to rural communities along such corridors. In support of this effort, the Department?s ITS Joint Program Office 's (ITS JPO) ITS Professional Capacity Building (PCB) Program seeks to provide instructional learning on the complex issues associated with developing a local, multi-jurisdictional freeway communications systems infrastructure. In support of ITS PCB Program, the Volpe Center is seeking a delivery of a specialized 2-day workshop that addresses the legal, regulatory, financial, real estate, jurisdictional, and operational aspects of freeway communications systems infrastructure. The instructors must be able to state clearly the positions of the communication and transportation industries relative to the design, location and joint use of fiber optic corridors. The workshop must be completely conversant with the Federal Highway Administration's guidance on this same topic. In support of ITS PCB Program, the Volpe Center has a requirement that the course must be delivered with instructors who are familiar with the principles of adult learning and who are licensed in the Chart Your Own Course? strategic planning methodology. In addition, an interactive sectional model of freeway corridor, designed exclusively for this workshop, must be present on site and used as the basis for demonstrating and applying workshop principles. Prior to the first course delivery, the vendor must identify local and state candidates for the workshop in conjunction the Volpe National Transportation Systems Center. The workshop must be delivered three times at three different locations between August 15, 2006 and March 30, 2007. The North American Industry Classification System (NAICS) Code for this acquisition is 541618. This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Detailed specifications will be set forth in the solicitation. Interested firms must submit a maximum of three, but not less than two pages addressing their capabilities, as identified above to the named point of contact, providing clear and convincing evidence of the firm?s capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
