- The Naval Air Systems Command, Aircraft Division (NAWCAD) intends to procure a quantity of one (1) automated microscopic image analysis system for automated quantitative particle analysis (including size, distribution, and morphology) under the authority of FAR 13.106 and 12.6. This procurement is based on full and open, unrestricted competition under NAICS Code 334516, Analytical Laboratory Instrument Manufacturing, and will be awarded on the basis of meeting all Technical requirements, Delivery, Price, and Past Performance using Simplified Acquisition Procedures. The automated microscopic image analysis system shall have the following capabilities/requirements: 1. Capability of quantitative particle analysis (including size, distribution, and morphology) with statistics; 2. Full automation of particle analysis; 3. Capability of analyzing particles as small as 0.5 micron diameter; 4. Ability to host 25 millimeter and 47 millimeter diameter circular particulate filters for particle analysis; 5. Proper digital filters to distinguish all objects on a white circular particulate filter from the particulate filter background; 6. Capability of producing high-resolution (1600x1200 pixels or better) digital color images of magnified objects and then analyzing, applying digital filters, and storing them; 7. Capability to automatically take three dimensional (multilayer) images and automatically recompose images; 8. Automated microscope, including motorized stage and autofocus, software controlled; 9. Computer control system with dual monitor capability for simultaneously viewing magnified image and software controls; 10. At least four brightfield microscopy objectives ranging from 2.5X to 50X; 11. Capability of reflected light microscopy and polarization; 12. Automatic calibration using NIST traceable stage micrometer; 13. Capability to compensate for light intensity variations and preserve the intensity relationship between the background and object; 14. Capability to isolate an object(s) based on shape factor, color, intensity, and a prescribed measurement; 15. Capability after an analysis, to select an object from the dataset and automatically bring it into view. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Firm Fixed Price quotations, with FOB Destination terms, are being requested based on this notice. A written solicitation will not be issued. This announcement/solicitation is issued as a request for quotation (RFQ) in accordance with FAR 12.603. The provisions at FAR 52.212-1 and 52.212-2 apply. FAR 52.212-4 and 52.212-5 will be included in any award resulting from this notice. Full text for these FAR provisions and clauses may be accessed at http://farsite.hill.af.mil/. Quotations will be evaluated for award based on the following factors: Technical, Price, Delivery, and Past Performance. All factors are of equal importance. TECHNICAL: Please provide commercial brochures/literature for an automated microscopic image analysis system and/or other information sufficient to show how the product meets all minimum technical requirements/specifications as provided herein. In addition provide a copy of the standard commercial warranty terms and conditions. DELIVERY: The quotation will be evaluated on the best delivery time, after receipt of a written purchase order, provided the unit otherwise meets all technical requirements. PRICE: The quotation will be evaluated on the best value Firm Fixed Price. Please indicate if any GSA Schedule and/or any other discounts were applied. Pricing shall include FOB Destination terms to NAWCAD, Patuxent River MD 20670. PAST PERFORMANCE: Please provide a copy of three recent prior contract or purchase order numbers for same or similar products sold. Include a point of contact and phone number for each contract/purchase order record provided. This information may be evaluated for successful past performance information obtained from prior customers in terms of meeting all requirements, delivering on time, following up with problems under warranty, etc. The Government reserves the right to obtain prior Past Performance information other than from the sources provided with the quotations, if deemed necessary by the Contracting Officer. All quotations shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Quotations must be received no later than 1500 hours on 10 August 2006.
