Description
The U.S. Geological Survey's (USGS) National Water-Quality Assessment (NAWQA) Program assesses current water-quality conditions, changes in water quality over time, and the effects of natural and human factors on water quality for the Nation's streams and ground-water resources. For assessing the potential effects of pesticides on aquatic life in streams, NAWQA uses: (1) a Pesticide Toxicity Index (PTI), and (2) comparisons of measured concentrations to water-quality benchmarks. The PTI combines pesticide exposure of aquatic biota (measured concentrations of pesticides in stream water) with toxicity estimates (standard endpoints from laboratory bioassays) to produce a single index value for a sample or site. Water quality benchmarks are derived for individual pesticides based on available data for acute and chronic effects for several major taxonomic groups. The initial development of the PTI and derivation of water-quality benchmarks was limited to less than 100 pesticide compounds routinely measured in NAWQA studies and to toxicity data readily available from existing EPA databases, but NAWQA now requires the addition of other pesticides to the method. Approximately 400 pesticide compounds (including pesticide degradates and adjuvants) have been identified by the Pesticide National Synthesis (PNS) Project as possible contaminants for addition to the existing methods. The technical staff of the USGS NAWQA PNS Project is preparing a series of reports that address various aspects of the potential effects of pesticides on aquatic life. To accomplish these analyses, the above described expanded compilations of aquatic-life toxicity information are needed. The toxicological expertise and data management skill necessary to expand the compilations are not currently available with USGS staff, and it is most efficient for USGS to solicit the expertise of an outside contractor to identify and compile aquatic-life toxicity information. Detailed specifications and required deliverables will be included in the forthcoming solicitation, which will be released on or about 31 July 2006. The USGS intends to solicit for this requirement utilizing the simplified acquisition procedures of Federal Acquisition Regulation (FAR) Part 13. This acquisition is set-aside exclusively for participation by small business concerns, under NAICS code 541620 - Environmental Consulting Services, for which the associated size standard is $6.5 million in average (last three years) annual revenue.
