Description
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform Leasing Railway Tank Cars for Defense Energy Support Center Japan in accordance with the terms and conditions of the solicitation/contract and applicable Japanese laws and trade practices. Required tank cars are 35 metric ton cars (12,617 U.S. gallon liquid loading capacity/90 each). Tank cars shall be suitable for transporting gasoline, kerosene, diesel oil and aviation fuels. The interior of tank cars shall be coated with DEVRON manufactured by Devoe and Reynolds Company Inc., or equal type epoxy resin or metallizing coating to prevent corrosion. Tank cars shall be equipped with two four-inch camlock type military standard adapters and caps on outlet valves. Tank cars shall be registered in accordance with Part 3 of Rules Relative to Application of Rail Cars (Japanese title Unyousharyoukankei Kiteishuu) issued by the Japan Freight Railway Company (JFRC). The Contractor shall provide all maintenance and repair services required as a result of normal wear and tear. Tank cars shall be marked in paint with the product symbol as required by the Government in accordance with Military Standard 161. Award will be made to the offeror whose offer represents the best value to the U.S. Government considering the evaluation factors stated in the solicitation. The solicitation will be available on this web site and will be issued to all firms who respond in writing to his synopsis. NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED AND REGISTERED TO PERFORM IN THE COUNTRY OF JAPAN.
