Description
The National Institutes of Health (NIH) Fogarty International Center (FIC)intends to procure services to write four scientific papers on assessing economic priorities, and the disease control priorities project from Dean Jamison, Washington, DC. The FIC/NIH has hosted the secretariat for and managed the implementation of the Disease Control Priorities Project (DCPP). The first phase of that intensive effort drew to an end with publication ? by Oxford University Press in April 2006 ? of two major volumes, Disease Control Priorities in Developing Countries, 2nd edition, and The Global Burden of Disease and Risk Factors. A follow-on phase of the work is now beginning. This phase has two objectives: (i) widespread dissemination of the two publications, and (ii) completion, extension and documentation of analytic work that has been initiated during the main phase of the project. The work to be undertaken under this contract contributes to the second of these objectives. FIC intends to contract with Dr. Dean Jamison to perform the required tasks under this solicitation. Economic analysis contributes to assessing disease control priorities by informing cost-effectiveness analyses, by contributing to understanding of the factors that affect health, and by attempting to quantify the value of changes in health status. The 4 papers would appear in the DCPP Working Paper series and be submitted to peer-reviewed journals. In addition, paper number 4 would be presented at an academic conference in Dijon, France. To the best of the Government?s knowledge Dr. Jamison has been the Senior Editor for the project since its inception and has led the initial phases of the work on each of the 4 papers under the auspices of his prior intergovernmental personnel agreement. The academic and scientific areas covered are areas in which Dr. Jamison has published and for which his training in economics (Ph.D., Harvard) prepares him. He is uniquely qualified to undertake the work on these papers. Requiring a search for alternative sources would be unproductive, since Dr. Jamison is the only vendor capable of performing the required work. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals; however, all responses received, before the closing date of this announcement, will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NIDDK-06-918 will be available fifteen (15) days after the release of the RFQ. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is August 7, 2006.
