- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services, Narragansett, Rhode Island, is issuing an intent to negotiate a sole source procurement with The University of Rhode Island, Graduate School of Oceanography (GSO), to develop a method (algorithm) for the quantification of CHL fronts (gradients) present in ocean color satellite data and to conduct research and analyses using an extensive existing archive of satellite Sea Surface Temperature data (SST) fronts, and satellite chlorophyll data (CHL) to characterize and quantify the seasonal, inter-annual, and decadal variability in the frequency, intensity, direction and persistence of SST and CHL fronts in Northeast US continental shelf waters. The methods for quantifying SST fronts from satellite data were developed and refined by oceanographers at the University of Rhode Island Graduate School of Oceanography (GSO) and published in the scientific literature. A climatology of SST front statistics has also been developed and published by GSO for the Northeast US coastal region for the period from 1985 through 1999. There is a need to apply the GSO SST front method to extend and update this SST front climatology to include the recent period from 2000 to 2006. The continuity and success of this comprehensive study is imperative to the NMFS mission in understanding how oceanographic variability influences fisheries productivity and the living marine resources within a region. The University of Rhode Island, GSO posses the necessary knowledge and skills required to ascertain the scientific methodology to continue NMFS ongoing research program to use remotely-sensed data collected by satellites to monitor and analyses sea surface temperature and phytoplankton productivity of the Northeast U.S. continental shelf ecosystem and it?s impact on the marine life. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 541690. The size standard is $6,000,000.00. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC Information Technology Systems (Oct 2003) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by July 14, 2006. This notice of intent is not a request for competitive proposals. A determination to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
