Description
FEDERAL AVIATION ADMINISTRATION MARKET SURVEY FOR MINORITY INTERNSHIP PROGRAM General Information: The Federal Aviation Administration (FAA) is conducting a Market Survey to identify potential sources that can provide administrative services for 1) People with Disabilities (PWD), Native American/Alaska Native (NAAN), Asian Americans & Pacific Islanders (AAPI) intern programs, and 2) Historically Black Colleges and Universities (HBCU) intern program in accordance with the attached draft Statement of Work (SOW). The FAA intends to award 3 BPAs. Two BPAs will be for the PWD, NAAN, and AAPI Intern Program and one BPA will be for the HBCU Intern Program. Offerors may submit offers for one or both Intern programs The work will be competed under the following NAIC codes: 813319, 923110, and 541690. Overview: The Intern Program will enable college students to supplement their academic coursework with study-related work experiences in Aviation and Aerospace facilities nationwide where FAA programs have cooperative agreements or memoranda of understanding. Students will be placed in a variety of career fields including but not limited to: aviation research, flight standards and operations, computer science, engineering (aerospace, computer, civil, electronics, electrical, and mechanical), finance, business, legal, and other aviation and transportation studies. Students' skills, knowledge, and abilities will be matched with their career interests. The FAA would provide students with career related work experiences based on their requests and those of the Lines of Business (LOB) in the FAA Headquarters, Regional Offices, and/or Centers. The program manager will coordinate the LOB requests to develop position descriptions for student assignments to ensure that work assignments are productive and meaningful to both, students and the LOB. In addition to providing administrative services for the internship program, the contractors will support the goals and objectives of the FAA as well as those of the Department of Transportation (DOT), and to meet the requirements under the DOT-Minority Serving Institutions; the Rehabilitation Act of 1978, Section 501, the Executive Order (EO) 13270 of July 3, 2002 for Tribal Colleges and Universities (TCUs); and EO 13125 of June 1999, EO 13216 of June 2001 for Asian Americans & Pacific Islanders (AAPI) Institutions, and EO 13256 for Historically Black Colleges and Universities (HBCU). The BPAs will consist of one base period and four (4) 1-year option periods. Other Information: This announcement is not a Screening Information Request or a Request for Proposal of any kind. All interested parties are advised that the FAA will not pay for any information or for any administrative costs incurred that are associated with any response received from industry in response to this Market Survey. Therefore, any costs associated with Market Survey submissions will be solely at the interested party's expense. The purpose of this market survey is to solicit statements of interest and capabilities from SBA certified 8(a) firms and small business concerns. At this time the nature of the competition has not been determined. In accordance with paragraph 5.3.4 of the AMS this market survey is being conducted in order to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists to set-aside the competition among eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program or whether it is more appropriate to conduct this procurement using other small business competitive procurement procedures. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter (if applicable). The failure to obtain adequate 8(a) or other small business participation in this market survey may result in a determination to conduct this procurement under other competitive procedures. Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. All responses (one response per company) are to be provided on company letterhead. No type font less than 12-point may be used. Responses must be received no later than 12:00 P.M (noon) local (DC) time, July 12th, 2006. Market survey responses received after the time and date specified will be determined to be late and will not be considered. Contractor please provide a response to the following: 1. Capabilities Statement and/or plan to provide the tasks and services in support of this requirement as described in the attached draft SOW.
