Description
NOTICE OF INTENT TO SOLE SOURCE. The National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV, hereby announces its intent to issue a purchase order to the West Virginia University Research Corporation (WVURC), Department of Statistics, for follow-on work related to Purchase Order No. 200-2005-M-13695 that was awarded to WVURC in FY 2005 under a competitive solicitation. The agency?s need for local, on-site statisticians continues to exist for the upcoming year, and recompeting the requirement would be disruptive to the ongoing research projects by causing significant time loss and project delays. Owing to the steep learning curve to become integrated into these projects, it would not be cost effective for the agency to recompete the existing requirement. Accordingly, pursuant to FAR 13.106-1(b)(1) the agency considers the West Virginia University Research Corporation as the only vendor capable of meeting the agency?s needs. Thus, this notice is being issued for information purposes only; no solicitation is being issued as negotiations will be conducted on a sole source basis with the WVURC. The follow-on effort requires a PhD level Principal Investigator and two PhD level Statisticians (one 10% and one 20%) for a period of one year. The statisticians will provide statistical advice to researchers in support of the NIOSH Division of Respiratory Disease Studies/Field Studies Branch (FSB) and will provide Statistical Analysis System (SAS) programming and statistical analysis support. FSB will provide day-to-day technical direction on individual projects. Data that will be managed and analyzed by the contractor is subject to the provisions of the Privacy Act and Assurance of Confidentiality.
