- The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement NESCAUM, 101 Merrimac St., 10th Floor, Boston, MA 02114 to review and provide expert comments on the current draft ASTM (American Society for Testing Materials) test method and develop a model regulation for states wishing to address outdoor wood-fired hydronic heater aka outdoor wood boiler (OWB) emissions. The test method is the critical path for both voluntary and regulatory efforts to address OWB emissions. The model rule would reduce the amount of resources required by a State to develop a rule and would assist in maintaining consistency across States. Task 1. Review of Draft ASTM Test Method for OWB. The contractor shall coordinate with States and a technical expert to review the draft ASTM laboratory test method and provide technical expertise to support development of an appropriate test method. In addition, this task may include comments on the feasibility of developing a test method appropriate for testing in the field. One of the first steps in moving towards reducing emissions from OWBs is the development of a test method to create a common method for all units to measure emissions. There are two main draft methods to test these units, one method measures emissions under strictly controlled operating, conditions; while the other method measures emissions in the field under real-world operating conditions (often operating parameters are not as strictly controlled as in laboratory conditions). Since 2004 an ASTM workgroup has been working on developing a laboratory test method with the goal of consensus from manufacturers, labs, regulatory agencies and other interested parties. In order to support State efforts to participate in this effort, NESCAUM shall coordinate with States to review the draft laboratory test method and provide technical expertise to support development of appropriate test method(s). Task 2. Development of a Model Rule for OWB. This task is to develop a model rule that would be beneficial for States to address OWB emissions. Since 2002, NESCAUM has assisted States with efforts focused on outdoor wood boilers. Several States have implemented regulations requiring setbacks, while others have used outreach to attempt to resolve the issue. The increased sales, has created interest in developing a regulation to require the development of cleaner burning units. EPA has indicated that at this time, a national rule may not be appropriate; however, development of a model rule would be beneficial for both States and manufacturers. A model rule would reduce the amount of resources required by a State to develop a rule. In addition, a model rule would assist in maintaining. The anticipated period of performance for this requirement is date of award through 12 months. EPA believes NESCAUM is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any source(s) exists and, therefore, no RFP is available. Consequently, any response(s) failing to provide a capability statement but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. All interested parties must respond within 15 days of the date of this announcement to Natalia Fisher-Jackson, at the above address. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. No telephonic or faxed request will be honored.
