Combined Synopsis/Solicitation Class Code: Services and Supply NAICS Code: 423320  SIC Code 5032 Subject: Fill Materials UNRESTRICTED RESPONSE DATE: July 14, 2006 Place of Performance: Whitney, TX Description: This notice serves as a Combined Synopsis/Solicitation for the upcoming commercial solicitation number W9126G-06-T-0131, for the purchase of Clayey Gravel Material at Hams Creek in Whitney, Texas. The procurement is being conducted IAW Federal Acquisitio n Regulation (FAR) Parts 12 (Acquisition of Commercial Items), and Part 13 (Simplified Acquisition Procedures). Deliverables such as samples, plans, work schedules and other requirements are presented in the official Specifications, Attachment 1. Contrac tor is to provide all contract work force, equipment, and materials in accordance with the Specifications. Conntractors work and responsibility shall include, but not limited to, all job planning, supervision of contractor personnel, programming, schedul ing, administration, inspection, and management necessary to accomplish the required specified contract services. Contractor shall assure that all work is accomplished in accordance with (IAW) the contract, all applicable laws, municipal codes, regulation s and/or written directives issued by the Contracting Officer or his representative. The contractor shall provide all supervision, labor, equipment, materials, and transportation necessary to perform the services. The Government is submitting this reques t as 100 % UNRESTRICTED for any contractor that can perform the services IAW the Specifications in Attachment 1 under the North American Industry Classification System (NAICS) code 423320 which contains a size standard of 100 employees. Provide DUNS/CAGE number of your business; certification documentation that you have the capabilities and specialized experience IAW the Specifications. Include name, address, telephone number, and email address of references. Proposals will be evaluated Best Value, wit h lowest price a significant factor. All contractors, to be eligible for award of a Government contract, MUST be registered in Central Contracting Registration (CCR). Attachment 1 SPECIFICATIONS 1. SPECIFICATIONS: The Contractor shall furnish and deliver the following fill material to Ham Creek Park as here in described. Note: The Contractor shall furnish samples of the material to the Government prior to award of this package. This material will be inspected and must be approved by the Government in order to be considered a responsive bid. 1.1 Clayey gravel material shall have 100% passing three (3) inch sieve . Fines in material (the parts passing No. 200 sieve) shall be classified as CL material with a plastic index (PI) less than 7 when tested in accordance with standard test metho d (ASTM) for classification of soil for Engineering purposes, designation No. 2487. 1.2 Other pit run soil - Material not meeting the clayey gravel material classification stated above must meet ASTM classification for lean clay soil with less than 50% passing 200 sieve and have at least less than 30% retained on 200 sieve. Materi al will classify out as a lean clay or lean clay with sand with a PI less than 7. 1.3 Contractor may submit test results from a state certified testing lab to verify material or have a visual inspection and acceptance of material source from designated representative of Contracting Officer. 1.4 Actual tons of material delivered to the construction site shall be verified by weight tickets. The material moisture content shall not exceed 10%. 2. DELIVERY LOCATION: Material shall be delivered to Ham Creek Park, accrual location shall be determined by the Government. The Government will have brief periods in which delivery shall be stopped/delayed to allow on site contractor to place and work the material. The Government will coordinate this with the supplier. There will be three (3) different sites within the park for this material therefore there will be extended delays. 3. DELIVERY: The governments estimates the need for ten (10) delivery trucks for this material, but this may vary depending on site working conditions. 4. AMOUNT: The approximate amount of material needed is not to exceed 11,000 tons, plus or minus 5%. 5. PAYMENT: Payment will be made based on actual amount of material delivered as determined by weight tickets. Partial payments may be made if delivery is delayed for an extended period of time, as determined by the Government.
