- This is a continuation of the action previously announced under W15QKN-06-T-0616: The U.S. Army, Research, Development and Engineering Center ??? Picatinny is contemplating the issuance of a Broad Agency Announcement (BAA) set aside for Historically Black Colleges and Universities, and Minority Institutions (HBCU/MI) which have the experience and knowledge to explore and develop the specific directed research topics discussed below. It is anticipated that the proposed Broad Agency Announcement (BAA) will be available on FedBizOpps on or about June 22, 2006. Interested, responsible institutions (offerors) will have forty-five days to respond with proposals when the BAA is published. The proposed BAA provides an opportunity for Academia to explore and develop specific areas of science and technology (and their applications to these specific areas) which are of interest to the U.S.Army. There are a total of four research topics within three Science and Technology areas that have applications of interest to the U.S. Army at this time: ? Armaments Science & Technology Area: Ballistic Impact Dynamic Modeling of Fabric for New Protection Systems: Develop innovative design tool for evaluating the performance of fabrics that will be used in improved protection systems against current and future threats. ? Battlespace Awareness Science & Technology Area: Innovative Intelligence Agent and Cognitive Decision Aids Component Technology for Net Centric Fires: Develop real time intelligent agent based algorithms and reusable code components that can provide the basis for developing the next generation of intelligent, network centric fires management, execution and control software for Future Combat System applications. Target Image Transformation and Transfer: Determine a methodology to resize, transform, compress and transfer the image of a target and associated reference points from a Fire Control system to an autonomous small caliber projectile and store the image in the projectile. ? Novel/Directed Energy Science & Technology Area: Hybrid Soldier Power Source: Develop novel concepts for methods and devices to harvest electrical energy during locomotion for hybrid power systems for soldiers. The power must provide a power source that is safe and light-weight. The power source must not provide a thermal signature, be cumbersome, increase fatigue or interfer with the free movement of the user. The overall objective of the proposed BAA is to create relationships with the targeted Institutions and introduce the aforementioned Institutions to the technology trends available at the U.S. Army Research, Development and Engineering Center. Although these concepts are considered basic research, it is desirable to mature these concepts for possible future programs. No responses to this notice are required. The purpose is only to advise interested colleges, universities, and institutions of the intent of the Department of the Army to introduce a BAA on the aforementioned topics at the time frame cited in this message.
