Description The Department of Health and Human Services, Centers for Disease Control and Prevention, is seeking applications from qualified applicants for a Prevention Program Specialist PHA position located in Port-au-Prince, Haiti. The resultant contract shall be a Personal Services Contract (PSC). See PL 109-149, Section 215(1), Reference 22U.S.C.2669(c). SOLICITATION NUMBER: 2006-N-08578 POSITION NUMBER: HA-PSC-02 ISSUANCE DATE: July 6, 2006 CLOSING DATE/TIME: July 22, 2006 at 10:00AM Eastern Standard Time POSITION TITLE: Prevention Program Specialist PHA MARKET VALUE: ($63,700 to $101,500 for U.S. citizens or permanent residents only)-- Final compensation will be based on individual salary history, work experience, and educational background. PERIOD OF PERFORMANCE: One Base Year and Four Option Years PLACE OF PERFORMANCE: Port-au-Prince, Haiti SECURITY CLEARANCE: NACI AREA OF CONSIDERATION: United States Citizens and residents and third country nationals. Citizens and permanent residents of the host country are not eligible for this position. Duties and Responsibilities: 1) Serves as the in-country technical team leader Emergency Plan-funded prevention activities (e.g., PMTCT, Voluntary Counseling and Testing (VCT), Blood Safety) implemented by the CDC/GAP Haiti office. In this capacity s/he provides technical assistance to partners implementing Emergency Plan-funded HIV/AIDS prevention activities in Haiti. This assistance will include advising partners on strategies and program development, as well as coordinating senior-level technical assistance visits from CDC subject matter experts based in Atlanta and elsewhere. This technical assistance will also encompass administrative and operational support (in the form of advice and coordinating links with the Procurement and Grants Office in Atlanta) to partners on questions related to cooperative agreements and contracts. In addition to technical assistance, the incumbent will also assist the CDC/GAP Haiti Country Director and Deputy Director for Operations in the administration and management of cooperative agreements and contracts awarded in areas other than HIV/AIDS prevention (e.g., care and treatment). In this role the incumbent will advise the US Direct Hire staff on options and strategies to address specific issues. 2) Functions as the CDC/GAP Haiti technical advisor in the following areas of HIV prevention and control: 1) HIV/AIDS prevention, care and treatment activities in high risk, vulnerable populations such as commercial sex workers (CSW), and men who have sex with men (MSM), 2) Mother to child transmission activities, 3) Voluntary counseling and testing, 4) Medical transmission activities (blood safety and injection safety). Manages cooperative agreements in these activities and will oversee the implementation of these projects by the implementing partners. 3) Provides administrative support for the CDC/GAP Haiti office in the administrative/operational management of cooperative agreements in collaboration with the technical leads in the 'non-prevention' program areas. Assists in program budget management for the CDC office as well as management of logistics suppport. 4) Develops prevention strategies, identifies program priorities, and coordinates and works with numerous partners including the Haitian Minstry of Health, USAID, NGOs and multilateral organizations (WHO, Joint UN Program on HIV/AIDS (UNAIDS), United Nations Children's Fund (UNICEF), etc.). 5) Plays a key role in the annual USG PEPFAR Country Operational Plan development process for the Emergency Plan-funded program in Haiti. Specifically, the incumbent will assist in collecting partner information to assist in program decisions; develop strategies for intervention in areas of high risk prevention, PMTCT, VCT, and prevention of medical transmission of HIV. Minimum Qualifications: 1. Good understanding of CDC/GAP Haiti's goals and objectives for HIV/AIDS prevention, care and treatment programs. This understanding may include knowledge about Emergency Plan-funded program targets such as number of HIV infections averted, or number of pregnant women tested. 2. A strong knowledge of Haiti and the Haitian culture. 3. Exposure to of the operational practices or policies of national ministries of health in developing countries, international organizations (e.g., UN) or Non-Governmental Organizations (NGO) partners. 4. An understanding of the operational practices or policies of national ministries of health in developing countries, international organizations (e.g., UN) or NGO partners. 5. Knowledge of the Emergency Plan and the USG (specifically HHS/CDC) funding mechanisms through which Emergency Plan funds are channeled. 6. Master's level degree in a health or international development field (e.g., Master of Public Health, RN, MSc in international development, health policy or political science). 7. One year of professional experience in public health program management. 8. One year of experience living and working in a developing country. 9. Level 5 English is required. Desired Qualifications: 1. Training in US Government grants management and/or procurement policies and practices are encouraged to apply. Likewise, candidates with training in grants management from other large international organizations or NGOs are encouraged to apply. 2. At least one year of experience living and working in a developing country. 3. Experience managing international HIV/AIDS programs. 4. Level 3 French is desired 5. Fluency or working knowledge of Creole are desired. 6. Strong technical or scientific writing skills. Selection Factors: The applicant that represents the best value to the Government will be considered for award of this Personal Service Contract (PSC). To determine best value, the following factors will be considered: 1. The extent an applicant meets the minimum and desired qualifications based on information obtained through the application package and interviews. Note that interviews may or may not be conducted; therefore, the application package should clearly identify how well the applicant meets the minimum and desired qualifications of this position. References will only be verified for those applicants determined to have a reasonable chance of being selected for award. 3. Results of a cost assessment. The cost assessment will determine the total cost (salary plus benefits and allowances) of the applicant for the complete term of the contract (base period plus any option years). Basis for Award In determining best value, paramount consideration shall be given to technical merit (applicant qualifications and reference checks) rather than to cost.
