- The Department of Defense Education Activity (DoDEA) Education Division intends to procure Enterprise READ 180 using a Firm-Fixed-Price contract on a sole source basis with Scholastic Corporation, 2931 East McCarty Street, Jefferson City MO 65101-3725, under the authority of FAR 6.302. READ 180 is being procured because DoDEA has adopted and installed READ 180 programs as its model program for students in grades 4 to 12 throughout the agency. READ 180 is a comprehensive program that includes four specialized software elements: Word Zone, Spelling Zone, Success Zone(comprehension activities), and Reading Counts within its own unique Lexile Framework to match children?s ability to appropriate textual material. Specific details will be included in the Request for Proposal (RFP) Number HE1254-06-R-0051. The solicitation/RFP will be issued and posted in the Federal Business Opportunities website on or about June 29, 2006. This is not a request for competitive quotes. However, any party that believes it is capable of meeting DoDEA's requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. All submissions must be received by the response date and time of this notice. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Subpart 13.5. Response Date: 11:30 a.m. EST, 7 July 2006. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is:http://www.ccr.gov.
