Description

The U.S. Army Corps of Engineer, Mobile District intends to negotiate on a sole source basis with MOBAT-USA, Inc., 1721 West Paul Dirac Dr., Tallahassee, Florida, 32310 to provide 21 each Digital Voice Enhancers, P/N FRN 8527/A1070 and 21 each encryp tion units P/N SF1179#3079/EAS units for these items. Pursuant to the authority under FAR 6.302, MOBAT-USA is the only source that is compatible with the units now in use by FEMA. Currently no other systems except the VOCoder by MOBAT-USA converts analog v oice to digital and allow the user to setup their own encryptions keys to provide compliance with Privacy Act of 1974 (5 U.S.C. & 522a(b) for Government communication. To change from this source would impact the Governments by increasing down time, losing investments in equipment and installation costs and pose compatibility problems between current equipment and replacement equipment if another source were selected. Interested persons may identify their interest and capability to respond to the requireme nt and submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis will be considered by the government. A determination by the Government n ot to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive proc urement.
