Description
The Centers for Disease Control, NIOSH, National Personal Protective Technology Laboratory has a requirement to duplicate the LRPL Fit Test Chamber at the U.S. Army?s Edgewood Arsenal in Edgewood, MD. The Army?s test chamber has been used exclusively in the certification of the newest classes of the CBRN type respirators. A decision has been made to build a duplicate of their chamber and its associated equipment at our Bruceton, PA site. The construction of the chamber will provide much needed facilities for our increased certification effort. Instruments required from MSP Corporation are two Model 2045-S High Output Aerosol Generators with performance characteristics: Corn-oil aerosol MMAD: 0.4 to 0.7 um; Corn-oil aerosol GSD: ~1.6; Corn-oil mass output: 0.08 to .020 g/min; and, dry compressed air consumption: 3.5 @ 30 psig; 7.0 cfm @ 70 psig. These generators produce an aerosol with a unique set of aerodynamic characteristics when used in conjunction with the current chamber. This aerosol has been characterized in all the Respirator Standards for equipment to be used against chemical, biological, radiological, nuclear contamination from terrorist acts. The chamber will be used for respirator certification and new research studies by the Policy & Standards Branch to develop new standards. Responsible sources that believe they can provide identical instruments are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their written specifications and supporting information in the format they choose, not to exceed 10 pages. The Government will review any/all information submitted and determine if other qualified sources (technically compliant with the stated specification) do exist. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, per FAR 13.106-1(b)(1), negotiations will be on a sole source basis conducted solely with MSP Corporation, Shoreview, MN as the only company meeting our needs and a purchase order will be issued without any additional notices being posted.
