Description
LAQ064030 is a combined synopsis/solicitation, for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice and falls under the Simplified Acquisition Procedures (SAP), Part 13.5. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. The NAICS code is 331524.The small business size standard is 251-500. This acquisition is a small business set-aside. This procurement is a firm fixed price contract. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The clauses and provisions referenced in this solicitation may be obtained in full test form at http://www.arnet.gov/far. Scope of Work Regulation Aluminum Driven-Type rotating Rod Monument Section and Aluminum Drive Point Specification No. 9691.42 The Bureau of Land Management Cadastral Surveys has a requirement to purchase 3000 Aluminum Rods, 1500 Aluminum Drive Tips and 8000 Magnets in a plastic case as follows: 2000- Silver - 2000 Pink Fluorescent - 2000 Blue Fluorescent - 2000 Orange. 1. General: The aluminum rod monument assembly is often used to mark survey points in wet marshy areas where pipe survey monuments cannot reach firm soil. The rod monument is also used in loose soils where pipe monuments may be frost-heaved. It is also light and convenient to use where packing -in or where other logistical requirements demand. The monument rod is one component of three comprising the finished set survey rod monument assembly. The assembly consists of a driving point section which is threaded onto the aluminum rod stainless steel threaded stud, aluminum rod(s) with studs on one end, and an aluminum cap with a magnet which is driven onto the last rod section portion which extends above the ground. Rod sections (and their respective connecting stud) may be added to accrue an extended length for the monument so that the driven monument ultimately reaches a point of refusal. A minimum of three aluminum rods are typically driven. A rod section weighs about one-half pound. 2. Aluminum Rod Sections: Rod sections shall be Alloy and Temper 6063-T6 solid extruded rod QQ-A-200/9; SAE 4156: ASM 4156; ASTM B221; AMSI H 38.5: or latest revisions; or equivalent. Composition: Aluminum - 97-98%; Magnesium - 0.5-1%; Silicon - 0.25-0.50%; Other- less that 1% Strength: Yield -25.0-31.0kpsi; Tensile -30.036.0 kpsi Elongation - 12% (in two inches). Rod sections shall be 3/4'" in diameter (plus or minus 0.010") x 36" long. Both ends of each rod section shall be machine faced perpendicular to the rod centerline. A "scratch" mark (grooved ring) shall be machined 1" from each end of the rod. A threaded connector screw (see below) shall be installed in one end of each rod prior to shipment. 3. Threaded Connectors: Threaded connector studs, or floating connectors, shall be Type 347 Stainless Steel, in order to minimize galvanic action. Threaded connectors shall measure 3/8" x 1-1/2" long, having 16 tpi RH. The threaded connectors shall be installed in the rod sections for shipping and capped with plastic caps. 4. Plastic Rod Caps: Rod sections shall be capped with large and small protective plastic end caps of sufficient length to protect rod ends and threaded connector screw. The length shall be sufficient as to prevent the protective cap from coming off in normal shipping and handling. The large end cap is to be placed on the end having the threaded connector. The small end cap shall be on the opposite end. End caps shall be manufactured from low density polyethylene, conforming to Federal Specification L-P390 or equivalent. 5. Aluminum Drive Point: The aluminum drive point alloy shall be ALMAG 35 as specified in NO. 2 above or Aluminum Alloy 6063-T6 The base end of the driven point shall be machine faced perpendicular to the point centerline, and shall be drilled and tapped to a depth of 7/8" on the centerline, to accept a 3/8" x16 NC x RH thread. The point may vary in design and shape, although the point shall be designed so that it will tighten the aluminum rod string as it is driven into the ground and provide resistance if an attempt is made to pull the aluminum rod string out of the ground. 6. Packaging: Standard packaging will include: a. Each aluminum rod box shall contain 20-30 rods with a connector screw installed in one end of each rod and shall be protected by plastic caps on each rod end. b. All aluminum rod boxes shall be made from single wall cardboard- minimum 275 lbs. per square inch bursting test strength or equivalent. Boxes shall not be longer than 38 inches. c. Aluminum rod boxes shall be strapped with heat sealed plastic strapping or equivalent to avoid bursting due to moisture or handling. At least 2 straps shall be placed around the rod boxes. d. The aluminum drive points may be packaged loose in the box. 7. Marking for Shipment: Each box of aluminum survey rods or aluminum drive points shall be marked with the vendors name and quantity in each box. The Government will award based on lowest price technically acceptable. This combined synopsis/solicitation shall include the clauses 52.212-4 Contract Terms and Conditions- Commercial Items and 52.212-5 Contract Terms and Conditions Required to implement Statutes of Executive Orders- Commercial Items and 52.212-01 Instructions to Offerors- Commercial Items. In Paragraph (b) of 52.212-5 the following apply 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, and 52.232-33. Offerors shall include a completed copy of the provision at 52.212-03 Offeror Representation and Certifications, Commercial Items with its offer.
