- The Contracting Center of Excellence (CCE), on behalf of the Office of the Provost Marshal General, the National Detainee Reporting Center (NDRC), Pentagon, Washington, DC intends to award a sole source contract to the National Law Enforcement Teleco mmunication System, Inc (Nlets), 2930 E. Camelback Road, Phoenix, AZ 85016 to provide information management services and equipment on detained personnel in internment facilities at CONUS and Overseas locations. The proposed contract action is for service s which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This acquisition will consist of a one-year base period with three one-year option periods. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. The National Law Enforcement Telecommunication System (Nlets), an International Justice & Public Safety Information Sharing Network organization is owned and governed by the 50 states. Nlets is the only known agency where all equipment used meets federal guidelines for encryption and is FIPS 140-2 compliant. Nlets meets all of the capability requirements prescribed by the Communications Assistance for Law Enforcement Act of 1994 (CALEA ACT). All message traffic traversing the Nlets system is Global Justice XML Data Model (GJXDM) compliant. Nlets is partnered with the Federal Bureau of Investigation (FBI) in the transmission of all interstate crimin al histories and is therefore audited regularly by the FBI and CJIS security staff. Capability statements must include detailed technical information and other technical literature demonstrating the ability to meet these requirements, specifically complia nce with the criteria listed above. A determination by the Government not to proceed with this proposed contract based upon responses to this notice is solely within the discretion of the Government. See note 22. Information received will normally be cons idered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not to be construed as a commitment by the Government to award a contract nor will the Government pay for information solicited. Capability statem ents must be received by the point of contact at CCE no later than 5 July 2006 at 3:30 AM Eastern Standard Time.
