Description
The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), plans to issue a competitive Request for Quotation (RFQ) in accordance with Simplified Acquisition Procedures, FAR Part 13, for the Cape Cod Flex Route Strategic Planning and Implementation. The need for strategic planning and implementation centers around developing a strategy and outreach, and communications and awareness, all to be completed during the summer and fall of 2006. The objective of this requirement is obtain services to support the Volpe Center and its sponsor the Cape Cod National Seashore with developing marketing activities to support the recommended Outer Cape Cod FlexRoute transit bus service. A detailed Statement of Work (SOW) will be set forth in the RFQ. The RFQ issuance date will be on or about July 15, 2006. The applicable NAICS Code is 541613. The size standard is no more than $6.0M. The solicitation and any document related to this procurement will be available on the Internet; these documents will be available in text format and reside on a WWW server, which may be accessed using Web browsers. The WWW address, or URL, of the Volpe Center Acquisition Division home page is: http://www.volpe.dot.gov/procure/index.html. Offerors desiring to receive electronic notification of the solicitation's posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will not pay for any information received. NOTE: All contractors must be registered in Central Contractor Registration (CCR) in order to receive award from a DOT Agency. Contractors may access the site at http://www.ccr.gov to register and/or obtain information about the registration process. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted on-line through On-Line Representations and Certifications Application (ORCA). ORCA is a web based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the on-line provisions within the Representations and Certifications at https://orca.bpn.gov. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
