- CONTRACTOR TRAINING SUPPORT SERVICES FOR U.S. COAST GUARD NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) INCIDENT COMMAND SYSTEM (ICS) IMPLEMENTATION IDIQ CONTRACT PERFORMANCE WORK STATEMENT (PWS) 1.0 GENERAL. 1.1 SCOPE. The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to obtain Contractor instructional, technical, administrative, and training system support services for the United States Coast Guard (USCG). Contractor support services shall include program management, performance analysis, instructor support, instructional design services, and administrative support services. Examples of tasks shall include: development of new courses to sustain the level of expertise needed by the Coast Guard; revisions and updates of existing courses to keep all personnel current; and conducting classroom instruction of courses. Task Orders under this contract are expected to be performance based. 1.2 BACKGROUND. The U. S. Coast Guard (USCG) Office of Incident Management Preparedness (G-RPP) is responsible for the successful development, implementation, and management of an effective Incident Command System (ICS) in support of the Homeland Security Act of 2002, Homeland Security Presidential Directive 5 (HSPD-5), Homeland Security Presidential Directive 8 (HSPD-8), National Incident Management System (NIMS), National Response Plan (NRP), and the National Infrastructure Protection Plan (NIPP). In addition, the Department of Homeland Security (DHS) required all Federal departments and agencies to adopt and fully implement the National Incident Management System (NIMS). The Office of Incident Management Preparedness (G-RPP) is responsible for fully implementing the core set of concepts, principles, terminology, and technologies covering the Incident Command System (ICS), multi-agency coordination systems, unified command, training, identification and management of resources, qualification and certification, and the collection, tracking and reporting of incident information and incident resources. To satisfy this mission, G-RPP is responsible for implementing the training of all incident management personnel. The successful implementation of the NIMS depends on the participation and integration of all federal, state, local and community-base organizations that have a role in preventing, preparing for, responding to, or recovering from an incident. In order to meet these mandated requirements, G-RPP must provide approximately 26 training courses for 800 trainees at various locations throughout the United States on an annual basis. Contractor instructor, curriculum development and training sustainment support is required to enable the Coast Guard to provide the most effective all-risk, all-hazard skills-based team and position NIMS ICS training to meet mandated requirements. NIMS includes a core set of concepts, principles, terminology, and technologies covering the Incident Command System (ICS), multi-agency coordination systems, unified command, training, identification and management of resources, qualification and certification, and the collection, tracking and reporting of incident information and incident resources. As a result of the evolving nature of the NIMS program and the need for the Coast Guard to adequately meet this need the requirement expanded. 1.3 CONTRACTOR PERSONNEL. 1.3.1 Project Manager. The Contractor shall provide a Project Manager who shall be designated as Key by the Government, in accordance with PWS Section 1.4, shall be knowledgeable in NIMS/ICS operating procedures and training requirements, and shall be responsible for all work performed under this contract. The Project Manager shall ensure Contractor employees are aware of, understand, and abide by the Coast Guard established rules, regulations, and safety practices, and shall have full authority to act on matters pertaining to performance of service under this contract. The Project Manager shall prepare a project plan (see PWS 1.11), monthly project status reports (see PWS 1.12), and invoices as required under each task order issued under this contract. 1.3.1.1 The Project Manager shall also be the primary point of contact for the Contracting Officer and the designated representatives of the Contracting Officer. The name of this individual and the name(s) of any alternate(s) who shall act for the Project Manager when that individual is absent, shall be provided in writing to the Contracting Officer and the COTR not later then five (5) business days from date of the award of this contract. 1.3.1.2 During any absence of the Project Manager, only one (1) alternate shall have full authority to act for the contractor on all matters relating to this contract. The Project Manager and all alternates shall be able to read, write, speak and understand English fluently, and shall be a citizen or legal resident of the United States. 1.3.1.3 The Project Manager shall be available to the Contracting Officer and the Contracting Officer Technical Representative (COTR) via telephone between the hours of 0830 and 1730 EST Monday through Friday, and shall respond within four (4) hours of notification for discussion and resolution of technical problems. 1.3.2 Qualified Personnel. The Contractor shall provide qualified personnel to perform all requirements and comply with all schedules specified in each task order awarded under this contract. Resumes for the individual positions are required. All Contractor employees shall be citizens of the United States and shall be able to read, write, speak and understand English. The Lead Instructor, Unit Instructor, Exercise Instructor, and Exercise Staff positions are all designated as Key by the Government per PWS Section 1.4. Contractor instructors shall have the specific qualifications and experience outlined below: 1.3.2.1 Unit Instructors (All) Must meet NIMS ICS Instructor Guidelines for Unit Instructors. Must possess a minimum of 10 years experience in the specialty required. Experience in other ICS Positions is preferable. Successfully completed ICS-100 thru ICS-400, Type 2 position level courses (Incident Commander, Planning, Operations, or Logistics) and ICS-420 Command and General Staff, as described in the NIIMS Training and qualifications system, NIIMS Wildland Fire Qualification Subsystem Guide (PMS-310-1) for the specialty required (e.g. Incident Commander, Operations, Planning, or Logistics). Successfully obtained certification as a NIIMS Type 1 or 2 Incident Commander or Type 1 or 2 Operations, Planning, or Logistics Section Chief. Experience using NIIMS ICS as a Type 1 or 2 Incident Commander or Type 1 or 2 Operations, Planning, or Logistics Section Chief at a minimum of (3) three incidents or National level exercises. Such exercises or incidents shall have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. Successfully completed an accredited ?Train the Trainer? course or successfully completed 80 hours of curriculum on instructional practices and methodologies from an accredited institution. Must possess a minimum of one-year experience as a classroom instructor and conducted over 5 advanced NIIMS training courses at the Area Command, Type 1 or Type 2 level. Proficient in using Microsoft Word, Outlook, Excel, PowerPoint and computer graphics programs. Must possess additional requirements as noted in below (PWS 1.3.2.1.X) if instructing the courses listed in that requirement. 1.3.2.1.1 ICS-410 Incident Commander Course Additional Instructor Qualifications Successfully obtained certification as a NIIMS Type 1 or 2 Incident Commander. Experience using NIIMS ICS as a Type 1 or 2 Incident Commander at a minimum of (3) three incidents or National level exercises. Such exercises or incidents shall have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.1.2 ICS-430 Operations Section Chief Course Instructor Qualifications Successfully obtained certification as a NIIMS Type 1 or 2 Incident Commander or Type 1 or 2 Operations Section Chief. Experience using NIIMS ICS as a Type 1 or 2 Incident Commander or Type 1 or 2 Operations Section Chief at a minimum of (3) three incidents or National level exercises. Such exercises or incidents shall have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.1.3 ICS-440 Planning Section Chief Course and ICS-446/448 Advanced Situation and Resource Unit Leader Course Additional Instructor Qualifications Successfully obtained certification as a NIIMS Type 1 or 2 Incident Commander or Type 1 or 2 Planning Section Chief. Experience using NIIMS ICS as a Type 1 or 2 Incident Commander or Type 1 or 2 Planning Section Chief at a minimum of (3) three incidents or National level exercises. Such exercises or incidents shall have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.1.4 ICS-450 Logistics Section Chief Course Additional Instructor Qualifications Successfully obtained certification as a NIIMS Type 1 or 2 Incident Commander or Type 1 or 2 Logistics Section Chief. Experience using NIIMS ICS as a Type 1 or 2 Incident Commander or Type 1 or 2 Logistics Section Chief at a minimum of (3) three incidents or National level exercises. Such exercises or incidents shall have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.1.5 ICS-620 Area Command Course Additional Instructor Qualifications Successfully obtained certification as a NIIMS Area Commander. Experience using NIIMS ICS as an Area Commander at a minimum of three (3) incidents or National level exercises. Such exercises or incidents shall have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.2 Lead Instructor Qualifications for ICS-410 Incident Commander and ICS-620 Area Command Courses: 1.3.2.2.1 Must meet NIMS ICS Instructor Guidelines for Lead Instructors. 1.3.2.2.2 Successfully completed ICS-100 thru I-620 level courses as described in the NIIMS Training and qualifications system, NIIMS Wildland Fire Qualification Subsystem Guide (PMS 310-1). 1.3.2.2.3 Successfully obtained certification as a NIIMS Area Commander. 1.3.2.2.4 Experience using NIIMS ICS at the Area Command level at a minimum of three (3) incidents or National level exercises. Such exercises or incidents should have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.2.5 Successfully conducted over 20 advanced ICS training at the NIIMS Type 1 and Area Command level in the role as the lead instructor. 1.3.2.3 Lead Instructor Qualifications for ICS-446/448 Situation/Resources Unit Course: 1.3.2.3.1 Must meet NIMS ICS Instructor Guidelines for Lead Instructors. 1.3.2.3.2 Successfully completed ICS-100 thru I-520 level courses as described in the NIIMS Training and qualifications system, NIIMS Wildland Fire Qualification Subsystem Guide (PMS 310-1). 1.3.2.3.3 Successfully obtained certification as a NIIMS Type 1 or 2 Incident Commander, or Type 1 or 2 Planning Section Chief. 1.3.2.3.4 Experience using NIIMS ICS at the Type 1 or 2 Incident Commander, or Type 1 or 2 Planning Section Chief level at a minimum of three incidents or National level exercises. Such exercises or incidents should have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.3.5 Successfully conducted over 10 advanced ICS training at the NIIMS Type 1 or 2 level in the role as the lead instructor. 1.3.2.4 Lead Instructor Qualifications for all other Courses: 1.3.2.4.1 Must meet NIMS ICS Instructor Guidelines for Lead Instructors. 1.3.2.4.2 Successfully completed ICS-100 thru I-520 level courses as described in the NIIMS Training and qualifications system, NIIMS Wildland Fire Qualification Subsystem Guide (PMS 310-1). 1.3.2.4.3 Successfully obtained certification as a NIIMS Type 1 Incident Commander. 1.3.2.4.4 Experience using NIIMS ICS at the Type 1 Incident Commander level at a minimum of three incidents or National level exercises. Such exercises or incidents should have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.4.5 Successfully conducted over 20 advanced ICS training at the NIIMS Type 1 level in the role as the lead instructor. 1.3.2.5 Exercise Leader Qualifications. Personnel who are assigned to design and conduct course exercises shall be instructor qualified as per PWS 1.3.2.1 and have completed I-520 and served as a member (Command and General Staff) on a Type 1 response team as described in the NIIMS Training and qualifications system, NIIMS Wildland Fire Qualification Subsystem Guide (PMS 310-1). 1.3.2.5.1 Shall have experience designing and controlling at least (5) five large-scale Type 1 all-risk exercises that test operational response readiness. 1.3.2.5.2 Shall have experience delivering ICS Command and General Staff Management Type 1 or 2 Level Courses (Incident Commander, Logistics, Operations, Planning, Finance/Admin). 1.3.2.6 Exercise Staff Qualifications. Personnel who are assigned to conduct course exercise simulations shall have completed I-420 and served as a member (Command and General Staff) on a Type 1 or 2 response team as described in the NIIMS Training and qualifications system, NIIMS Wildland Fire Qualification Subsystem Guide (PMS 310-1). 1.3.2.6.1 Shall have experience controlling at least (5) five large-scale Type 1 or 2 all-risk exercises that test operational response readiness. 1.3.2.6.2 Shall have experience delivering Type 2 ICS Command and General Staff Management Level Courses (Incident Commander, Logistics, Operations, Planning, Finance/Admin) 1.3.3 Employee Identification. Contractor employees visiting Government facilities shall wear an identification badge that, at minimum, displays the Contractor name, the employee?s photo, name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times. Additional employee identification requirements may be specified in each task order awarded under this contract. 1.3.4 Employee Conduct. Contractor employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, ?off limits? areas, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States, the Department of Homeland Security, or the U.S. Coast Guard. 1.3.4.1 Contractor employees shall comply with Coast Guard regulations, policies and procedures. Contractor employees shall participate in general training and attend all mandatory meetings prescribed by TRACEN command staff. Areas covered in the general training shall include Sexual Harassment Prevention, Substance Abuse, Fraternization, Suicide Prevention and Civil Rights. 1.3.5 Removing Employees for Misconduct or Security Reasons. The Government may, at its sole discretion, direct the Contractor to remove any Contractor employee from U.S. Coast Guard facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under this contract or any task order awarded under this contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee. 1.3.6 Conflict of Interest. The Contractor shall not employ any person who is an employee of the United States Government if that employment would, or would appear to cause a conflict of interest. 1.4 KEY PERSONNEL. Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer no less than 15 business days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key Contractor personnel without written knowledge from the Contracting Officer. The Government may designate additional Contractor personnel as Key in each task order awarded under this contract. 1.5 SECURITY. Contractor employees must be able to obtain a clearance for Sensitive Security Information (SSI) per NVIC 10-04 requirements. However, the Government may require Contractor personnel to have a Secret Clearance for task orders issued under this contract, and security requirements will be addressed under each task order with the issuance of a Department of Defense Form DD-254 as needed. 1.5.1 Requirements identified in each task order that require security clearances shall be performed by incumbents who currently possess a security clearance level no less than that specified in the task order. The details will be provided in a Department of Defense Form 254 for the task order. 1.6 PERIOD OF PERFORMANCE. The period of performance for this contract is one year from the date of award, and the contract will have four 12-month option periods. 1.7 PLACE OF PERFORMANCE. The primary place of performance will be specified in each task order awarded under this contract. It anticipated that the consulting services work under PWS Sections 5.2, 5.3, and 5.4 of the contract will be provided at the Contractor?s location, and the instructional services under PWS Section 5.1 will be provided at locations throughout the United States. 1.8 HOURS OF OPERATION. The hours of operation will be specified in each task order awarded under this contract. 1.9 TRAVEL. Contractor travel shall be required to support task orders awarded under this contract. All travel required by the Government outside the local commuting area(s) will be reimbursed to the Contractor in accordance with the Federal Travel Regulations. Details will be specified in each task order awarded under this contract. 1.10 KICK-OFF MEETING. For this contract, and each task order awarded under this contract, the Contractor?s Project Manager shall attend a Kick-Off Meeting with the Contracting Officer and COTR not later than five (5) business days after the date of award. The purpose of the Kick-Off Meeting, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives of the task order and review the Contractor's project plan. The Kick-Off Meeting will be held at the Government?s facility. Additional requirements will be specified in each task order awarded under this contract. 1.11 PROJECT PLAN. For each task order awarded under this contract, the Contractor shall provide a draft Project Plan at the Kick-Off Meeting for Government review and comment. The Contractor shall provide a final Project Plan for each task order to the Contracting Officer and COTR not later than three (3) business days after the Kick-Off Meeting.
