- NASA/GSFC has a requirement for Two Engineering Units with Mil Spec Halls & Three Flight Units. NASA/GSFC intends to purchase these items on a sole source basis from CDA InterCorp in accordance with the requirements of FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. CDA Intercorp has previously designed two engineering units. CDA has the motor design that meets the requirements of the SAM Program which allows them to deliver the units on schedule. CDA Intercorp is known to provide a small light weight brushless DC motor with a gear head and flight approved hall effect sensors integrated into one package. The specifics of the motor performance are found in the SAM controlled document SAM-HCV-SPEC-0018. CDA is able to provide the complete actuator assembly needed, with the required interface to the next higher assembly, and will certify its performance per our specifications. The Flight Units shall be performed in accordance with the Statement of Work document SAM-HCV-LEGL-0003 and the SAM controlled document SAM-HCV-SPEC-0018. The Contractor shall manufacture the two engineering units to meet the requirements of the HCV Actuator Unit Specification SAM-HCV-SPEC-0005. The actuators will be for the SAM instrument. The SAM instrument is part of the Mars Science Laboratory (MSL). The SAM instrument will cast a wide analytical net to capture chemical indicators of the habitability of Mars. SAM has been designed to find carbon, water, and isotopes in organics on the surface of mars. Contact Cassandra.K.Atkinson@nasa.gov for an electronic copy of the Statement of Work SAM-HCV-LEGL-0003. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. eastern standard time on the response date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
