Description
The purpose of this modification is to correct the size standard for this requirement. Please replace the original synopsis in it entirety with the following: RSAFSAFMNPWRPIXS ROYAL SAUDI AIR FORCE (RSAF) SAF/IA Contractor Support Program This requirement is set-aside for Disabled-Veteran-Owned-Small-Businesses. The Ogden Air Logistics Center (OO-ALC), 508th Aircraft Sustainment Wing, Training Systems Division (558 ACSG/PK), intends to award a new fixed-priced labor hour contract to obtain contractor support for OO-ALC and SAF/IARG (Gulf Cooperation Council Division), to execute high-quality, cost effective, Foreign Military Sales (FMS) programs to include the Royal Saudi Air Force (RSAF), and other Gulf Cooperative Council (GCC) Countries. The period of performance will be no more than three years after contract award. The contractor shall perform a wide variety of tasks as defined below. A SECRET clearance is required for this program. The contractor shall provide support personnel for the implementation of the results of the Across the Board Review for the Royal Saudi Air Force. Platforms being reviewed include, but are not limited to F-15 (Weapon System Trainer, Distributed Mission Trainer and Integrated Avionics Trainer), C-130, KE-3, C4I, Logistics, and Training. As directed/delegated by the Chief, Gulf Cooperation Council division, the contractor will assist the GCC Division?s Country Directors with development of political-military assessments, economic impact statements, and security assistance programs. The contractor will advise, assist, and support the Country Directors in the development and implementation of international security assistance policies and programs. The contractor will assist the Country Directors in the development and negotiation of major weapon system sales to include the production of Pricing and Availability (P&A) data, Letters of Offer and Acceptance (LOA), and obtaining releaseability of major weapons systems to include Congressional notification requirements. The contractor will evaluate proposed major Foreign Military Sales (FMS) country requests to determine if they support U.S. national security objectives and contribute to the Middle East regional balance of power. The contractor will determine overall funding requirements and the extent of U.S. Government support required to implement FMS sales. The contractor will determine the impact of major sales on the industrial base, accumulate cost and schedule requirements to accomplish the program, and assess the impact on other ongoing USAF programs. The contractor will attend with, or sometimes represent, GCC Country Directors at interagency and departmental conferences, program management reviews, security assistance meetings and in country meetings called by the customer air force. The contractor will research and trouble shoot problems encountered in the implementation of FMS cases and assist in the resolution of such problems. The contractor will assist in discussions with senior representatives of GCC governments and military departments on new and ongoing security assistance programs. The contractor will prepare and/or conduct briefings and other presentations at senior management levels. The contractor will travel as a team member to customer countries to implement all aspects of the IARG security assistance program. Description of experience and ability to evaluate proposed major Foreign Military Sales (FMS) country requests to determine if they support US national security objectives and contribute to the Middle East regional balance of power. 3. Demonstrate experience with support of large scale acquisition programs. 4. Demonstrate experience with developing, coordinating, and establishing security assistance programs unique to the Middle East region. 5. Demonstrate ability to get appropriate export licensing agreements in place and entrance visas for in-Kingdom visits. 6. Demonstrate ability to process classified information.
