Description
REQUEST FOR INFORMATION Integrated BAO Hardware and Software System 1. The Aeronautical Systems Center (ASC) is soliciting information to identify possible sources to provide Battlefield Airmen (BA) equipment and software. BA are USAF personnel that operate on the ground, to directly assist, control and execute operational air and space power. Required BA equipment will include both non-developmental items (NDI) and developmental items that are integrated in annual production spirals over the next five years. The development and production efforts are expected to include wearable equipment to include computing hardware and software applications. This Request for Information (RFI) is issued for informational purposes only and does not constitute a solicitation or commit the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. Elements of the Software portion of the program are classified to the SECRET level. Potential sources must possess a valid site security clearance. A DD254 will be completed prior to exchange of any classified information. 2. Respondents may reply to one or multiple areas of this RFI (hardware & wearable computing, software, integration or NDI). Respondents should describe their previously related accomplishments, potential approaches and ability to develop and produce military rugged BA equipment that meet and/or exceed the Key Performance Parameters (Attachment #1) and the objectives shown below: A. Hardware & Wearable Computing 1. Computer 2. Head Mounted Display (HMD) 3. Audio (speaker and microphone components for both radio and computer) 4. Peripherals - PTT/mouse, GCU, etc 5. Mass storage for digital maps, etc 6. Power (BRITES) 7. Intra-team communications - voice and data (SOFTNet) 8. Integration of multiple reach-back radio systems (PRC-117F, TTNT, QNT) 9. Interconnect and wiring system that is modular and scaleable. This system must conform or be modified to conform to CONUS range restrictions. 10. Flexibility in movement and placement of equipment and interconnect system 11. Interactive modification of fit, form, and function of all equipment B. Software 1. Operator friendly information management based on AF-Standard PFPS (FalconView) mission planning and execution software 2. Inter-system communication via CoT compliant schema 3. Enhancements and integration of BAO Software suite: Bareback, Etherview, Get9Line, UAVTool, SOFTNet, etc. 4. Speech Recognition Executive that controls all applications a. Intra-team communications - voice and data (SOFTNet) b. Ad hoc, self-healing, mesh wireless military data network c. Position tracking of team, friendly forces, neutral, unknown and hostile forces d. Text messaging e. White boarding f. Multi-cast video C. Integration 1. System Architecture Integration: a. Integration contractor will manage the overall integrated architecture of the BAO Kit system and will hold cooperative agreements with other BAO Kit contractors for exchange of program data, system architecture designs and planning purposes. b. Integration contractor must be able to refine the CDD architectures developed in Popkin ?System Architect? to reflect implementation details. c. Integration contractor will assist BA program office in development of acquisition documents such as (Information Support Plan (ISP), Interface Control Documents (ICD), any required waivers, system specifications (both sub-system and system level), test plans, schedules, etc. 2. System Test Planning and Execution: a. Integration contractor will participate along with BA program office and test agency in preparation for BAO Kit sub-system (BRITES, M2M, SOFTNet, etc.) test planning and execution. b. Integration contractor will participate along with BA program office and test agency in preparation for BAO Kit integrated weapon system test planning and execution. 3. Configuration Control a. Integration contractor will manage configuration control of hardware, software and block configuration definitions including version numbers and track distribution of said equipment for the BA program office. b. All technical drawings, specifications, and contractor developed source code and executables and associated software documentation will be BA program office property managed by the contractor 4. Logistics a. Integration contractor will manage sustainment planning and tracking of spares, repair items etc. of all BAO Kit items. The integration will be designed to support 2-level maintenance concept consisting of field operator repair (O-level) and Contractor Logistics Support (D-level) repair and/or replacement. Any changes to the maintenance concept shall be supported by analyses and coordinated with HQ AFSOC. Field repair shall be used and replacement of items in the field repair kit as described in the Operator?s Manual. Repairs beyond the field repair level will be sent to the OEM/ALC for major repair and/or replacement using program spares inventory. The OEM/ALC will replace the unit with a ready replacement unit within 2 days if repair cannot be completed within 3 days and perform repair of delivered unit without impacting operational readiness. b. The contractor will be required to develop a training course for the integration and use of all the systems. The contractor will train a cadre of military/government personnel identified by HQ AFSOC and HQ ACC. Training in maintenance and operation of the integrated systems must occur at the appropriate time to support applicable phases of test and deployment. HQ AFSOC, HQ ACC, and AETC will manage all follow-on training. D. NDI Procurement of to be determined Non-Developmental Items E. Additional considerations of the hardware, software and integrated system 1. Must provide a hardware solution that is modular and scaleable. Peripherals must be capable of timely connections during night operations, wearable, fit within or integrated onto a standard 3-Day Assault Pack? along with a standard combat load, and not interfere with operation of user?s primary weapon while stowed 2. Minimize hand operations 3. Minimize head down or cognitive work load 4. Minimize total system weight 5. Demonstrate the capability to view and manipulate FalconView information and view UAV streaming imagery to detect, recognize, and positively identify targets and friendly forces from operationally significant ranges 6. Continue software application integration development centered around FalconView and Digital Precision Strike Suite (DPSS), BareBack, UAV Control, UAVTool, EtherView 7. Use of commercial of the shelf (COTS) operating system, and use of COTS as much as possible, as well provide an upgrade path to future operating systems, without modification 8. Demonstrate ability to rapidly manufacturer/deliver systems in production quantities (100s), with possibility of custom orders 9. Explain relevant experience in the development and manufacturing of 1) wearable hardware, 2) software, 3) Integration, and/or 4) procurement of NDI 10. Provide socio-economic size, business standard 3. It is desirable, but not required that responses be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office with no macros. Two copies of the CD submittals as set forth in paragraph 4. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked ?Proprietary/Competition Sensitive Information?. Two paper copies should be submitted as set forth in paragraph 4. Paper copies must be clearly labeled Proprietary/Competition Sensitive Information on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. 4. Responses must be received no later than 28 July 2006.
