- Amendment 2 issued 6/28/06 to change contract type to Indefinite Delivery/Requirements and add Addendum No. 1 as an attachment. Contractors shall download attachment entitled Amendment 2. Amendment 1 issued 6/21/06 to attach corrected SF-33 form. Correct SIR number is DTFAAC-06-R-03009. Use this attachment for proposal submission. The Federal Aviation Administration (FAA) Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma, contemplates the acquisition of twenty-nine (29) Medium-Intensity Approach Lighting System with Runway alignment indicator lights (MALSR) Solid State Control Cabinets and 29 spares sets on a full and open competition basis. It is anticipated that a firm-fixed-price contract will be awarded as a result of this solicitation. Interested offerors are invited to submit bid samples of the MALSR Solid State Control Cabinet. Bid samples must meet all the criteria/salient characteristics outlined in Appendix A of Purchase Description AJW-143-06-005 (Attachment 1.) Samples will be tested/evaluated for compliance with the salient characteristics of Appendix A using the test provided in Appendix C (Attachment 2.) Any offeror's bid sample that fails to meet the salient characteristics of Appendix A will be eliminated from further consideration. Bid samples will be returned at that point in time. Price proposals and bid samples must be received by the FAA no later than 2:00 p.m. CST, August 4, 2006. Price proposals shall be addressed to FAA, Customer Service Desk (AMQ-100), 6500 S. MacArthur Boulevard, P.O. Box 25082, Oklahoma City, Oklahoma 73125. Hand-carried proposals (or proposals sent by overnight delivery) shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: SIR No. DTFAAC-06-R-03009; due 2:00 p.m. CST, August 4, 2006. Bid samples shall be shipped to FAA, Attention Donnie Hatfield, Navaids Engineering, 6500 S. MacArthur Blvd, Building 189, Oklahoma City, OK 73169. Bid samples must be packaged in accordance with Paragraph 7.0 of the purchase description. In addition to the labeling required under Paragraph 7.2.2 of the purchase description, boxes shall be labeled as follows: Material (and/or) Bid Samples/ DTFAAC-06-R-03009, Due 2:00 p.m. CST August 4, 2006. Hand-delivered responses and delivery of bid samples will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. Overnight delivery could also be impacted if not sent in sufficient time to allow for special package handling procedures in place at the Aeronautical Center. Any bid samples and proposals received after 2:00 p.m. CST, August 4, 2006, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined ineligible. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals or bid samples.
