Description
This is a sources sought synopsis only. This is a request for information, there will be no solicitation issued at this time. The D.C. Pretrial Services Agency (PSA) is an independent entity within the Court Services and Offender Supervision Agency (CSOSA). CSOSA and PSA were certified as federal agencies under the Executive Branch in August 2000. PSA has served the Nation?s Capital for more than 30 years. The Agency assists the courts by ensuring that defendants on conditional release return to court for trial and do not engage in criminal activity. PSA has long been a leader in the D.C. criminal justice system, nationally recognized by its innovative supervision programs, use of drug testing, and especially in the use of information technologies and automation. PSA maintains a Forensic Toxicology Drug Testing Laboratory (FTDTL) that is responsible for the toxicological analysis and interpretation of urine samples obtained from defendants that are in pretrial status; probation or parole; or under the order of the court (local or federal) for other reasons such as in cases of abused and neglected children. The FTDTL currently tests a monthly average of 42,000 (or 2,100 a day) specimens for drugs of abuse with an average of 4.8 drugs tested per specimen. Testing is done at two sites using three Olympus clinical analyzers; two AU2700?s and one AU640e. The expected turnaround time is 24 hours from receipt of the specimen. Client information is maintained in a separate information system called PRISM. The Pretrial Real-time Information System Manager (PRISM) is an enterprise wide case management system developed to support the Agency?s mission. The main purpose of PRISM is to provide reliable information to improve the timelines and quality of decisions relating to the supervision and treatment of defendants who enter the criminal justice system in the District of Columbia. PRISM was built on standard technologies using ASP, VB, and SQL Server. PSA must comply with the Federal Information Security Management Act (FISMA) of 2002. FISMA and the National Institute of Standards and Technology (NIST) provide federal regulation and guidance affecting the authority to operate computer systems in the federal Government in a production environment. This request for information conforms to the Standard Guide for Laboratory Information Management Systems (LIMS) published by the American Society for Testing and Materials (ASTM). Pretrial Services Agency is interested in getting information about the capabilities of existing software.
