- NASA/LaRC has a requirement for an inertial navigation system (INS) and transmitter/receiver pair. These items will be used as a backup for the inertial navigation system and transmitter/receiver pair which are part of the ground and airborne avionics system for the sub-scale Generic Transport Model (GTM) research aircraft provide rapid turn around time in case of the main unit failure. The GTM is part the Airborne Subscale Transport Aircraft Research (AirSTAR) Testbed which is used in research for the prevention of aircraft accidents due to control upsets caused by control system failures or damage and severe wind disturbances. NASA/LaRC intends to purchase the items from Microbotics, Inc., who is the only known responsible source. NASA LaRC purchased a ground and airborne avionics system for the GTM research aircraft from Microbotics, Inc. in July 2002. A backup INS sensor and transmitter/receiver pair identical to the existing system is necessary to assure success of the project and to minimize major disruptions to achieving the research. Therefore, the backup systems must be purchased from Microbotics, who provided the original systems. The sole source authority for this item is FAR 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
