Description
1. Introduction ? Intra-Connector Material Handling System (ICMH) ATI requests a Cost-plus-fixed-fee (CPFF) proposal for Phase 1 of the subject project in support of the Office of Naval Research (ONR) for the Seabasing Future Naval Capability (FNC). The ONR FNC has a need for an automated, self-tensioning cargo restraint technology to support cargo movement on U.S. Navy hovercraft. The technology must be self-contained, capable of automatically tensioning, be self-adjusting under load restraining operations, be automatically released/de-tensioned and provide remote operation capability. Other desired capabilities are a system operating condition status, commonly referred to as ?health monitoring? and selective load assignment to permit load de-tensioning for each selected cargo load, essentially an ?item-by-item? unloading capability. Submission of a response to this RFP is entirely voluntary and any and all costs of participation in this process will be the complete responsibility of the respondent. 2. Funding and Period of Performance The funding anticipated for Phase I of the project will be limited to a maximum of $300,000 for each awardee. It is anticipated up to three Phase I proposals may be funded with a down-select to one following the completion of the initial six-month Phase I effort. The anticipated period of performance for Phase I is six (6) months from contract award date, which is anticipated to be in October 2006. The complete project (Phase I & II) inclusive of options is anticipated to be 36 months or less in length. ATI reserves the right to select for award any, all, part, or none of the proposals received in response to this RFP. 3. Proposal Submission Deadline The cost and technical proposal packages must be submitted no later than 2:00 pm (EST), Wednesday, August 30, 2006. If selected, it is expected that a project will be awarded in October 2006. See RFP for detailed submission guidance. 4. Additional Supporting Information Proposers Conference ATI will host an ICMH Proposers Conference on Thursday, July 13, 2006 in Charleston, SC. The Proposers Conference will commence at 9:00 AM (EST) in the Trident Research Center, 5300 International Blvd, Charleston, SC. To participate in the ICMH Proposers Conference, please RSVP by July 11, 2006 to Ms. Leona Wrighten by e-mail (Leona.wrighten@aticorp.org). Questions regarding this Proposers Conference can be directed to Ms. Wrighten either by telephone at (843) 760-3481 or e-mail. Directions to the Trident Research Center can be obtained at www.aticorp.org. All costs associated with this conference are the responsibility of the participant. ATI assumes no funding responsibility for those who elect to attend the Proposers Conference. LCAC Orientation Visit ATI has arranged an LCAC Orientation Visit to be held on July 14, 2006 for interested proposers. The LCAC Orientation Visit will be conducted at the Naval Surface Warfare Center (NSWC) Panama City, FL. An LCAC overview, guided tour, and cargo loading demonstration will be provided by NSWC during this LCAC Orientation Visit. All attendees who wish to participate in the LCAC Orientation Visit must contact Mr. Stephen (Bruce) Solana via e-mail at Stephen.solana@navy.mil with a request to attend and include the attendee?s full name, company of employment and a statement that the attendee is a U.S. citizen. All visit requests must be sent no later than July 10, 2006. All costs associated with this orientation visit are the responsibility of the participant. ATI assumes no funding responsibility for those who elect to attend the LCAC Orientation Visit. 5.
