Description
The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Med Associates, Inc. of Saint Albans, VT, for the purchase of a 8-Station Place Preference System for Rats, for the Research Department, located at the Edward Hines Jr., VA Hospital, Hines, Illinois. This procurement is being conducted in accordance with FAR 6.302 - only one responsible source and no other vendor will satisfy agency requirements. NAICS 334419. To the best of our knowledge, Med Associates, Inc. of Saint Albans, VT is the only source that can provide an 8-Station Place Preference System for Rats, with a combination of features that are required at this time by our researchers, to include 3-chamber enclosure capability for each station, with distinctly different opaque walls in each chamber. It is important to note that the different wall color is a feature essential for the animals to distinguish one chamber from the other. The 3rd chamber is essential at this time, serving as a neutral chamber in the behavioral paradigm. In addition, our requirement requires that researchers be able to switch the flooring configuration of the chambers through the use of separate bar or grid flooring inserts. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within ten (10) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, VAMC-GLAC, Building 5, 5000 W. National Ave. Bldg. 5, Milwaukee WI 53295 or via fax to (414) 902-5440. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Med Associates, Inc. of Saint Albans, VT
