JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Iraq Provincial Reconstruction Team (PRT) Rule of Law advisor (RoLA) will be responsible for coordinating with provincial entities on rule of law initiatives, working in partnership with PRT Rule of Law coordinators under the direction of the PRT Team Leader in one of the 8 US-led PRTs. The advisor will take strategic guidance from the International Narcotics and Law Enforcement Affairs (INL) Director and the Senior Rule of Law Coordinator at Embassy Baghdad. Background INL has been engaged in the design and implementation of rule of law activities in Iraq since 2003. INL took a lead role in developing the rule of law program in coordination with all USG agencies working on rule of law at Embassy Baghdad, Coalition members, and relevant Iraqi partners. An interagency strategy for rule of law, reflecting Iraqi priorities, was approved in 2006 and will form the basis for future activities. General Program Description The rule of law strategy was developed to focus and coordinate efforts to strengthen the rule of law in Iraq. This strategy has been included as a rule of law annex to the Coalition military?s Joint Campaign Plan and calls for assistance in areas such as developing an independent and fully functioning Iraqi judiciary; integrating police, justice, and corrections into a coordinated criminal justice system; supporting the development of a framework of laws to support a democratic Iraq built on the rule of law; reinforcing respect for human rights and fundamental freedoms; and establishing disciplinary rules and mechanisms to enforce them. The Senior Rule of Law Coordinator and the INL Director in Baghdad will play leading roles in coordinating the development of action plans to implement the strategy. The PRT rule of law advisors will help to coordinate and implement those action plans on a provincial basis, including by working with provincial court personnel, judges, lawyers, defense counsel, bar associations, and relevant civil society actors. Level of Effort The level of effort required in Iraq over the period of this one-year contract is 100 percent. The position is full-time, with a minimum of 50 hours per week. Relationships Contractual Relationship - The RoLA will report directly to the PRT team leader under the operational control of Embassy Baghdad, Iraq. The RoLA will also take strategic guidance from the INL Director and Senior Rule of Law Coordinator at Embassy Baghdad. Travel The position is located within one of the Provincial Reconstruction Teams (PRTs) in one of Iraq?s 18 provinces. Frequent travel within the province and to Baghdad is required to coordinate and assist with the successful implementation of the programs cited above. Position Elements Directs and manages the rule of law work for the PRT in partnership with the PRT RoL Coordinator in accordance with strategic guidance and goals provided by the Senior Rule of Law Coordinator and INL Director at Embassy Baghdad; Conducts field assessments and mission planning based on provincial political and judicial realities. Liaises and coordinates with elected, appointed and community leaders in the province to better understand local RoL needs, capabilities and capacities; Provides recommendations and guidance to the PRT Team Leader and Embassy Baghdad on effective mechanisms for, progress in, and impediments to, implementing rule of law activities within the province; Provides mentoring and, as appropriate skills training, to provincial officials, persons, and entities engaged in rule of law activities in both general and specific areas including legal drafting, coaching and motivating staff, interagency coordination, transparency and accountability, delivery of essential legal services to residents of the province; Coordinates the implementation, including tracking, monitoring, and reporting expenditures, of rule of law activities funded by INL that take place within the PRT area of responsibility; Assists in development of Iraqi-led public education campaigns focusing on the legal process, due process, and citizen rights in the Iraqi legal system; Serves as liaison and coordinates regional rule of law activities and initiatives to ensure that security, political and economic lines of operation are mutually reinforcing; Serves as liaison and coordinates with other donors and international and local non-governmental agencies requesting information on, performing activities related to, or having an interest in rule of law; Arranges and coordinates meetings between the PRT and other entities including the local provincial officials and representatives; Prepares periodic reports, cables, meeting agendas, meeting minutes, factual background memoranda, assessments, studies, technical documents, and related programs; Coordinates with other RoL players in the province, including but not limited to, US Department of Justice, MNSTC-I, CPATT, and other INL entities, relative to their various RoL activities within the province. II. MINIMUM QUALIFICATIONS A. U.S. citizen, eligible for a State Department security clearance. B. Law degree and substantial experience working on international rule of law programs, international law, human rights and designing and implementing capacity building and training programs; c. At least 5 years of work experience in the legal field d. Superior negotiation and interpersonal skills. e. Excellent oral and written English communication skills. F. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. Preferred Knowledge and Abilities At least 2 years experience in justice sector reform and/or rule of law development in an international setting (e.g.,post-conflict environment). Understanding of, and experience working with or in, a civil (as opposed to common law) law system. Demonstrable knowledge of Iraqi history, culture, institutions and structures. At least 1 year of experience implementing projects. Experience operating within a USG interagency context Arabic language capabilities highly desired Evaluation Criteria Demonstrated knowledge of, and experience working within, U.S. legal system and/or a civil law system. (40 points) Demonstrated ability and experience in working effectively with host-nation, U.S., and international counterparts, departments and ministries to further U.S. program goals and objectives and communicating those issues in a timely and concise manner. (40 points) Demonstrated familiarity with international organizations involved in justice sector components in missions around the world, and demonstrated understanding of the requirements for coordinating U.S. programs with them. (20 points) C. B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
