- Purpose: With the availability of the 2003 Survey of Small Business Finances by the Federal Reserve Board this summer, the Office of Advocacy seeks projects that use the databases (for years 1987, 1993, 1998, and 2003) to increase the state of knowledge about the availability and the uses of debt and equity capital by small business, and the government?s role and policies that affect small firms. Depending on technical merit, policy relevance and costs, the Office may award more than one contract in this topic area. NOTE: THIS PROCUREMENT IS A 100% SET A-SIDE FOR SMALL BUSINESS. Availability of large nationally representative statistical databases on small business financing allows researchers to experiment innovative methodologies to test interesting hypotheses related to small business financing behaviors of lenders and borrowers. The proposal shall describe hypotheses about the availability or uses of different financing sources, over time, by small firms or by certain demographic groups of small businesses (by gender, race/ethnicity, industry, urban vs. rural or regional location) that has policy relevance. The proposal shall provide detailed explanation of the databases, the limits as well as the merits, and explain how one or more data bases will be used to test the hypothesis. Anyone bidding on these proposals is expected to have a previous record of research on the topic of interest as well as familiarity with the databases. Research with policy emphasis is encouraged. The proposal could start with a review of the literature, establish a set of hypotheses to be tested, describe the model and the data to test the model and then explain the results.
