Description
NASA/LaRC has a requirement for licenses and maintenance for the following software: (1) 1 single processor STAGE FlightSim Developer license (2) 1 single processor STAGE FlightSim Developer Maintenance license (3) 1 single processor CCG Lite Compiled Libraries license (4) 1 single processor CCG Lite Compiled Libraries Maintenance license (5) 1 FlightSim Developer License - Maintenance (6) 2 FlightSim Runtime License - Maintenance The license fees shall include software support and maintenance. NASA/LaRC intends to purchase the items from Engenuity Technologies (USA) Inc., who is the only known responsible source. This software will be used on PC Windows and Linux-based computers and SGIs as part of an operator station design effort. The FlightSim software package must be 100% compatible with the VAPS data-driven, interactive, visual graphic programming software that is currently used at NASA Langley Research Center. It would take substantial duplication of time and money for another company to offer a similar product that would meet this requirement. The sole source authority for this item is FAR 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
