Description
NASA/GRC has a requirement for: 1.) Two (2) Core Duct Charging Stations. These components will be fabricated from 416 SST 2.) Two (2) sets of four (4) Core Flow Rake Assemblies for a total of 8 rakes. These components will be fabricated from 304 SST, stainless steel pressure tubing and Type K thermocouples. 3.) One (1) set of two (2) Combustor Rake Assemblies. These components will be fabricated from Inconel 600 and Type N thermocouples 4.) One (1) set of four (4) Fan Flow Rake Assemblies. These components will be fabricated from 304 SST and stainless steel pressure tubing. Thermocouples will be of the same type and design as those provided for the Core Flow Rake Assemblies. NASA/GRC intends to purchase the items from Aero Systems Engineering. This purchase involves replacement of unique ASE instrumentation components for the High Flow Jet Exit Rig. Available information is not adequate to assure these parts, if procured from another manufacturer, will perform acceptably under the high-temperature test environment. Further, drawings and specifications sufficient to obtain competition are not available. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12 noon local time on 7/10/2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
