Description
The Marine Corps Systems Command is seeking potential commercial sources to perform in the role of Product Support Integrator (PSI) for the tactical fuel and water distribution systems. The tactical fuel and water distribution systems are composed of collapsible tanks, hoses (various sizes and types), centrifugal pumps, filter separators, fuel monitors, hose reel system, quality surveillance equipment, fire fighting equipment, aircraft and ground refueling nozzles, repair equipment, and connection components to receive, store, transfer and distribute fuel in an expeditionary environment. The tactical fuel and water systems are located within the Marine Corps Operating Forces, aboard Maritime Prepositioning Force (MPF) ships, and held in long term storage at Logistics Support Bases. The Marine Corps will implement PSI for the tactical fuel and water systems in order to provide the war fighter increased operational readiness; increased reliability; enhanced logistics response times; enhanced deployment support; enhanced wartime support; reduction in the logistics footprint, and reduction in logistics costs. The selected PSI contractor will be responsible for procurement and logistics support, which could include, but is not limited to; procurement of components from suppliers and manufactures, provisioning of new systems and components, develop data system to manage shelf-life /use-life of components, technical data (manual), training, supply support, track transportation of new and replacement components, calibration program of meters and quality surveillance equipment, and limited maintenance of components. The Marine Corps will retain responsibility for the scheduled and unscheduled maintenance, initial testing of new components, management and inventory of systems at using unit and long term storage level, publications, and unit level follow-on training of tactical fuel and water systems. The system support processes will be transparent to the war fighter. Desired Results and Outcomes: Expected perf ormance results from the PSI contractor for the tactical fuel and water systems is achievement of efficiencies that drives the system to an increase in operational availability by; reducing the logistics burden, reducing procurement times, centralized life cycle sustainment management and ultimately reducing costs to the Marine Corps. Tactical fuel and water distribution system description: The Marine Corps receives, stores, transfers, and distributes bulk fuel and water on the battlefield with tactical equipment established in systems of collapsible coated fabric tanks, transfer pumps, hoses, two-stage filter fuel separators, quality fuel monitors, nozzles, and various connections. Major systems: 1. Amphibious Assault Fuel System (1,120,000 gallon total capacity and 600-GPM pumping capability) 2. Tactical Airfield Fuel Dispensing System (320,000 gallon capacity and 600-GPM pumping capability) 3. Helicopter Expedient Refueling System (18,000 gallon capacity and 125 GPM pumping capability) 4. Expedient Refueling System (125 GPM pumping capability) 5. Hose Reel System (HRS) (System of base units, reels, and hoses) 6. SIXCON fuel and water tank and pump modules (ISO configured pump and tank modules) 7. Tactical Water Distribution Systems (multiple systems of hoses, pumps and ancillary connections) 8. Tank Farm Interconnection Sets (multiple water storage systems of hoses, pumps and ancillary connections) 9. Forward Area Water Point Supply System (Smaller expeditionary type system of 125-GPM pumps, 500-Gallon bladders, hoses etc?) 10. Collapsible coated-fabric storage tanks (50,000-gallon, 20,000-gallon, and 3,000-gallon capacities) 11. Bladders (500-gallon) Quality surveillance and supporting equipment: 1. Tactical Petroleum Laboratory Medium (mobile petroleum laboratory) 2. Combined Contaminated Fuel Detector 3. Aviation Petroleum Test Kit 4. B-2 Test kit 5. Automatic flash point tester 6. Water Quality Analysis Set 7. Sampling and gauging kits 8. Hypochlorination unit Fire fighting and environmental equipment: 1. Fire Suppression System 2. Compressed Air Foam System-Mobile 3. Twin Agent Unit 4. Fire fighting protection suits 5. 30 lbs fire extinguisher 6. Berm liners for collapsible tanks. See attachment 1 for the parts list for fuel and water components. Firms possessing the capabilities to accomplish this requirement are invited to submit the following: Company information to include the business size (large business, small business, 8a set-aside, veteran owned small disadvantaged business, etc?) of the company, Statement of capabilities to accomplish the proposed effort to include successful best practice and lesson learn; a Rough Order of Magnitude (ROM), current GSA contract information (if available on GSA), and past performance information. This sources sought/request for information (RFI) is for planning purposes only and is not to be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisition. No entitlement to pay of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Government use of such information.
