Description
The Department of Homeland Security, Systems Engineering Development, Science and Technology intends to procure on a sole-source basis from The National Institute for Hometown Security (NIHS) (a 501)(c)(3) corporation, operating on behalf of the Kentucky Homeland Security University Consortium 2292 South 27, Somerset, KY 42501 for the Critical Infrastructure Program (CIP) to manage a virtual research and development (R&D) enterprise, involving academia, the private sector, and DHS, that addresses community based CIP priorities and results in homeland security technologies that can be quickly transitioned to commercialization. The KCI Program requires technical and management services to support existing research, development, and application of technology for ?community based critical infrastructure protection.? This community based program is designed to coalesce the needs of public and private organizations working together in small cities and rural communities to develop pragmatic approaches for protecting critical infrastructure against terrorist attacks and other emergency situations. KCI Program support will advance the current state of community based critical infrastructure protection research and development across all seventeen critical infrastructures and key assets (in accordance with HSPD-7 and the National Infrastructure Protection Plan) to develop standards, transfer technology, and encourage data exchange and collaboration to assist communities in meeting the challenges associated with protecting their local assets. SED intends to award within 45 days of the date of this notice. This is not a request for quotes; however, sources that feel that they also are capable of fulfilling these requirements may submit descriptive literature fully documenting their capabilities within 10 days of the publication of this notice. This information may also be considered for future procurements. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. If no other responses are received, award will be made on the intened award date.
