- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Quote ??? No. DE-RQ52-06NA27439." This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. This acquisition is a 100% small business set-aside. Offerors responding should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business, veteran owned small business, service disabled veteran owned small business, 8(a) business, or HUBZone business. The North American Industry Classification System (NAICS) Code is 334511 with a corresponding qualifying size standard of 750 employees (indicates maximum allowed for a concern, including its affiliates, to be considered small). The U.S. Department of Energy/NNSA Service Center intends to purchase 450 each, Laser aiming/illuminating devices complying with the requirements listed below. Each numbered requirement will be graded either Pass/Fail or Pass/Fail with favorable consideration for performance beyond the minimum requirements. 1. The device must be U.S. manufactured. Pass/Fail 2. The device must include visible laser, infrared (IR) aiming laser and adjustable IR illuminating laser in a single unit. Pass/Fail 3. The visible laser, IR aiming laser and IR illuminating laser must be coaxial and provide for simultaneous windage and elevation adjustments. Pass/Fail. 4. The device must have the capability to utilize pattern generators for force identifiers or target marking. Pass/Fail 5. The IR illuminator must be programmable by the operator in real time to pulse length and sequence combinations for various length pulses or sequences of pulses utilizing a switch on the housing. Pass/Fail with favorable consideration for multiple or variable pulse length and sequence combinations. 6. The device must be able to withstand the recoil from individual or crew served weapons (5.56mm and 7.62mm) and maintain its zero settings. Mean time between failures (MTBF) must be at least 1500 hours while being subjected to the effects of recoil generated by at least 10,000 rounds of 7.62 ammunition. Pass/Fail with favorable consideration for performance beyond the minimum requirements. 7. The device must have a wired or wireless remote activation switch located on the forearm in addition to a momentary switch/handheld activation switch located on the housing. Pass/Fail 8. The device must be able to be mounted anywhere on the M4 and SR-25 rail accessory systems to allow for individual preferences. This must include mounting directly behind the front sights on the M4 and SR-25. Mounting anywhere on the rail system must not limit any functions or operability of the device, (including operation of any switches, change out of the battery, etc.). Pass/Fail 9. The device must be compatible with current OST rifle optics without obstructing the scope sight picture. Pass/Fail. (Current OST rifle optics for the M4 are - EOTech, Aimpoint, Mk-4 CQT, and for the SR-25 ??? Leupold Vari-X M1) 10. The device???s attachment mechanism must not be prone to unintentional loosening, to include but not limited to catching on a carrying strap, branches or other objects which could cause the device to loosen and / or come off by any means other than the deliberate action of the operator. Pass/Fail 11. The device must have a low battery indicator. Pass/Fail 12. The device must have a positive mechanism to lock in low power training mode to ensure reduced laser output to eye-safe levels for force-on-force training. Pass/Fail 13. The device must be COTS (commercial off the shelf) and not in a pre-production or development stage. Pass/Fail 14. The device must be capable of operating continuously in harsh operational conditions and exposure to weather. Harsh operational conditions include but are not limited to, bumps, drops, and other impacts to the device encountered in tactical movement. Exposure to weather means exposure to rain, sleet, hail, hot, cold, dry, etc. Pass/Fail 15. The device power source must maintain operational capability for at least two continuous hours in high mode. Pass/Fail with favorable consideration for performance beyond the minimum requirements. 16. The device must have switchable visible and IR lasers (IR aiming and IR illuminating lasers). Pass/Fail with favorable consideration for functionality. 17. The device must have switchable low and high power settings for the IR illuminator, IR pointer, and aiming laser. Pass/Fail with favorable consideration for functionality, including integration with capability in 14, above. 18. The device must have visibility/range equal to 2000 meters (in IR mode). Pass/Fail with favorable consideration for performance beyond the minimum requirements. 19. The frequency of the IR must be compatible with current manufactured Combat Identification Devices, which are activated by IR light (e.g. Guardian Lights). Pass/Fail Manufacturers/vendors submitting proposals that exceed the minimum requirements with extra features/capabilities will receive extra consideration. For technical evaluation purposes, literature on device or device description is required to be submitted along with the proposal. Please Note: Before the contract is awarded to the offeror, offeror must be registered on the Central Contractor Registration website: http://www.ccr.gov. The offeror must also include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications -- Commercial Items (March 2005) or note that offeror is registered on the Online Representations and Certifications Application (ORCA) web site at http://orca.bpn.gov. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Only those Offerors who can furnish the items that meet all the requirements specified herein will be considered. Please provide your best delivery schedule after date of award. Delivery Location: U.S. Department of Energy/TRALOC, Attn: Rich Rudder, 4th Avenue, Bldg. 1789, Barling, AR 72923. Award will be made to the technically acceptable offeror whose proposal represents the best value to the government, price and proposed delivery schedule considered. All Offerors will need to include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification -- Commercial Items with the offer.
