- 1.01 SUMMARY A. Section includes: 1. Fabrication and delivery of six nuclear grade HEPA filtration units consisting of housings, filter elements, blowers, and accessories to the Nevada Test Site (NTS). 2. HEPA filtration units shall be completely assembled for field installation except for the unit for building 310. (See Section 1.04.K Special Requirements and Attachment 1 for details.) 3. SUBCONTRACTOR shall provide a representative to witness the testing of the HEPA filtration unit in Building 310 after the installation. 4. SUBCONTRACTOR shall provide an extra pre-filter and nuclear grade HEPA filter for each unit. The filters shall be numbered according to the unit number with the word ?spare? added to the tag. B. Products supplied but not installed by SUBCONTRACTOR include the HEPA filtration units. The units consist of housing assemblies, filter elements, blower assemblies, gauges, and flow transmitters. Motor operated dampers and duct flow sensors are to be shipped loose for installation by CONTRACTOR. 1.02 REFERENCED COMPLIANCE STANDARDS AND ORGANIZATIONS A. American Society of Mechanical Engineers (ASME) AG-1 (latest edition) B. International Building Code (IBC) C. ASME Boiler and Pressure Vessel Code, Section IX. D. American Society of Non-destructive Testing (ASNT) SNT-TC-1A. E. DOE-STD-3020-97 Specification for HEPA Filters used by DOE Contractors. F. American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) Standard 52.1. G. ASME NQA-1 ?Quality Assurance Program Requirements for Nuclear Facilities.? H. US Occupational Safety and Health Administration (OSHA) regulations as adopted by the State of Nevada. I. National Fire Protection Association (NFPA) 70 National Electric Code (NEC). J. Anti Friction Bearing Manufactures Association (AFBMA) Standard 9. K. National Electric Manufacturers Association (NEMA) MG 1. L. Underwriter?s Laboratory (UL) M. American National Standards Institute (ANSI) N. Title 10 of the Code of Federal Regulations, Part 830, ?Quality Assurance Requirements.? O. DOE-STD-1066 ?Fire Protection Design Criteria? 1.03 QUALITY ASSURANCE A. Bechtel Nevada Corporation reserves the right to evaluate the SUBCONTRACTOR?s Quality Management System documentation and to decide if the system meets the requirements of this project. Bechtel Nevada Corporation or their representatives also reserve the right to carry out appraisals and Quality Audits of SUBCONTRACTOR?s and their Lower-tier-SUBCONTRACTORs? Quality Management Systems, at any time during the period of contract, to verify compliance with the maintenance of the quality system and contract requirements. B. Qualifications 1. SUBCONTRACTOR (and their representatives/SUBCONTRACTORs as applicable) must specialize in the manufacture (or sales/service/installation) and use of the products specified and shall have a minimum of five years experience with the equipment with verification of their Quality Assurance Program available. 2. SUBCONTRACTOR shall submit to Bechtel Nevada, a Quality Assurance Plan (QAP) meeting the requirements in ASME NQA-1 ?Quality Assurance Program Requirements for Nuclear Facilities.? C. Regulatory Requirements 1. Contractual obligations shall include compliance with all applicable codes/standards including referenced compliance standards.
