- Additional information in response to questions received: 1. ASTM E2446-05 Standard Practice for Classification of Computed Radiology Systems deals with CR (Computed Radiology) systems and does not apply to this solicitation. E2339-04 Standard Practi ce for Digital Imaging and Communication in Nondestructive Evaluation (DICONDE) deals with the application of the DICONDE image format. This format is a requirement mentioned in our requirement. 2. The government has determined that CMOS detectors are requ ired to achieve the required 80 Micron resolution. The government uses amorphous silicon panels and they are not acceptable for this requirement. 3. Concerning Inspection/acceptance: Inspection/Acceptance will be in accordance with paragraph a) under 52.21 2-4 Contract Terms and ConditionsCommercial Items. (Sept 2005) (a) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test a ny supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its post-ac ceptance rights (1) Within a reasonable time after the defect was discovered or should have been discovered; and (2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item. 4. Concerning reference to 'penaltie s': During evaluation, only those proposals that meet the technical GO/NO - GO requirement will be eligible for price evaluation. The Government always has the right to refuse acceptance of non-conforming goods. If the contractor cannot tender/produce a co nforming good, e.g. 80 Micron resolution, the Government may exercise its termination rights under the contract. 5. Concerning Linear Accelerator: This acquisition utilizes performance based specifications, not government directed specifications. It is not the government's intent to define how a vendor should propose, but rather to state performance requirements and allow the prospective vendors to offer proposals. Options could be offered. Government test objects are not adversely effected by EMI and RF f ields. The proposed system is to be installed in a operating 9 MeV x-ray facility. The 1-2T quality level is from a film standard. The requirement is to produce detailed images through the equivalent density of 54 inches of solid propellant. The Spatial re solution is to be 80 microns. The proposed system is to be installed into an existing 9 MeV x-ray facility. The ambient temperature in the facility is 70 degrees plus or minus 18 degrees F. The relative humidity will be between 30 and 70%. The Government w ill supply all necessary electrical power stable within industry standards. The facility shielding is adequate for 9 MeV x-rays. Any addition shielding required will be the responsibility of the Government. The Government will provide connections to facili ty safety interlocks, alarms, warning lights, etc. The facility is remote and externally generated vibrations should not be an issue. The facility does employ a HVAC system. 6. Concerning Scanner Motion Control systems: The test items will remain in the ho rizontal position and will be loaded and unloaded by existing material handling equipment. Moving the scanner in the horizontal mode may be the best option due to space constraints but is not required. During the vertical scan mode a vendor may chose to mo ve either the scanner or the test item or both. Scanning speed and positioning accuracy are not specified. Spatial resolution required is 80 microns. The test items should be handled as gently as possible. Less than 5 g's should be a safe level. 7. There i s interest in developing CT capability.
