- This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a paper solicitation will not be issued. Request for Quotation (RFQ) number 06-Q-0202171 shall be referenced on any technical quote and price quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09, Effective 19 May 2006. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This RFQ is being conducted as a 100% small business set aside. The Federal Bureau of Investigations (FBI) has a requirement for the following Ludlum Measurements, Inc. and Atlantic Nuclear Corporation items: Stretch Scope, Model 78, PN: 48-2832 Qty: 1 each; Neutron Meter, Model 12-4, PN: 48-1200 Qty: 5 each; Ion Chamber, Model 9, PN: 48-1608, Qty: 14 each; Portable Portal Monitor with carrying case, Model 52, PN: 48-2471, Qty: 4 each; 1? x 1? NaI Scintillator, Model 44-2, PN: 47-1532, Qty: 2 each; Lead Line/Stainless Pigs, PN: 16A-03-25, Qty: 10 each; Flat Aluminum Planchettes, (1 Lot = 1,000 pieces) 50.8mm, PN: F-4, Qty: 6 Lots; Clear 36? x 36? PolyTack Step-off Pads (6 mats per case), PN: PTM-103P, Qty: 10 cases. Technical Requirements: Neutron Survey Meter: 1. Measure neutron dose rates up to 10 R/hr. 2. Evaluate neutron energies from thermal to 10 MeV 3. Operate with sufficient gamma radiation rejection 4. Display measurements in English units of millirem 5. Specifically designed as a neutron radiation dosimetry meter. 6. Rugged, easily decontaminated, field portable design with carrying case. 7. Transportable on Bureau and commercial passenger aircraft. 8. Operate as a stand-alone unit and not as an attachment. 9. Use standard size alkaline batteries. 10. Easy to use. Telescoping Probe: 1. Measure gamma radiation from 0-1000 R/hr 2. Be extendable to approximately 4 meters. 3. Display measurements in English units of millirem. 4. Specifically designed as an extendable gamma radiation meter. 5. Rugged, easily decontaminated, field portable design with carrying case. 6. Transportable on Bureau and commercial passenger aircraft. 7. Operate as a stand-alone unit and not as an attachment. 8. Use standard size alkaline batteries. 9. Easy to use. Ion Chambers: 1. Accurately measure beta and gamma radiation as an Ion Chamber from 0-5000 mR/hr. 2. Display measurements in English units of millirem 3. Rugged, easily decontaminated, field portable design with carrying case. 4. Transportable on Bureau and commercial passenger aircraft. 5. Operate as a stand-alone unit and not as an attachment. 6. Use standard size alkaline batteries. 7. Easy to use. Gamma Scintillator 1. Attach to Ludlum 2241 radiation survey meter. 2. Designed as a gamma scintillator with NaI crystal. 3. Sensitive to175 cpm/uR/hr. 4. Measure energy from 50Kev to 1.5Mev. 5. Plateaued to 900 Volts. Portable Portal Monitor 1. Measure alpha, beta and gamma radiation. 2. Display measurements in English units of millirem. 3. Rugged, easily decontaminated, field portable design with carrying case. 4. Transportable on Bureau and commercial passenger aircraft. 5. Use standard size alkaline batteries. 6. Easy to use. 7. Comply with FEMA suggested standard for the detection of beta-gamma emissions for portal monitors. Stainless Steel/Lead Pigs - ?? thick lead encased in stainless steel, Outermost measurement of 6? diameter and 7? tall; Flat Aluminum Planchettes - Flat Aluminum discs, 50.8mm diameter; Step off pads - 36? x 36?, Numbered tabs for easy identification, Tacky surface to remove contamination. Delivery shall be made to the FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the Inspection Clause, nor does it limit the Government?s rights with regard to the other terms and conditions of the contract. In the event of a conflict the terms and conditions of the Government?s contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of all items provided to the government by the contractor. The Government will award a firm fixed price purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose technically acceptable offer conforming to this combined synopsis/solicitation. The following factors which are of equal importance and shall be used to evaluate quotes: (1) technical acceptability and (2) price. This evaluation shall be based on information provided by the contractor. Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price, which meets the Name Brand or Equal Specifications provided above. The Government is not responsible for locating or securing any information, which is not identified in the Capabilities Statement or quotation, but may do so at its discretion. Capabilities Statements that do not include prices for all items will not be considered. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror- Commercial Items (JAN 2006); FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999) - Award shall be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability and price. The Government reserves the right to award without discussions; therefore, it is critical that each quote be fully responsive. However, the FBI also reserves the right to conduct discussions, if later determined to be necessary. FAR provision 52.212-3, Offeror Representations and Certification-Commercial Items (MAR 2005) - Please note: All offerors and prospective contractors must be registered on the ONLINE Representative and Certification Application (ORCA) website at http://orca.bpn.gov or must provide a completed copy of 52.212-3 along with their quote. The lessor/contractor will agree to insert terms that conform substantially to the language of this clause in all contracts/subcontracts. All quotes from responsible sources will be considered. Quotes shall be accepted by email only. Quotes shall be emailed to Lmtheisen@fbiacademy.edu on or before 9:00 AM EST, June 30, 2006. No other methods of submission will be accepted. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration Database.
