Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60038 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. This is a small business set-aside. The National Institute on Drug Abuse on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for a real time reconstruction system for the NINDS tissue MicroCT. The NINDS seeks COBRA Real Time Reconstruction engine with the following components: hardware reconstruction in parallel with acquisition, system scalable by adding additional real-time reconstruction nodes, dual 2-Ghz processor real time reconstruction engine with optimized high-speed algorithm 512x512x512 voxel image volumes in real time during a scan, ability to run in off-line mode to reconstruct existing data sets, and workstation PCUS670 Intel, Xeon CPU 3.20 GHz, 2.00GM Ram with 2 150 GB hard drives. The equipment must be compatible with NINDS existing Siemens Tissue MicroCT scanner. Delivery and acceptance will be performed at 10 Center Drive Bethesda, Maryland. FOB point is Destination. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria (1) past performance (2) ability to meet the compatibility and functions and (3) evidence of meeting delivery dates. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due June 30, 2006 3:00 PM EST and will be submitted to Susan A. Nsangou, Contracting Officer, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
