- The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is planning on the award of a contract on a sole-source basis to the World Development Group (WDG), Bethesda, MD, a small business. On July 29, 2005 President Bush signed the Patient Safety and Quality Improvement Act of 2005 (PL 109-41). The AHRQ has been delegated the programmatic responsibility (1) To establish a process for the certification and oversight of Patient Safety Organizations (PSOs); and (2) To facilitate the creation of, and maintain, a Network of Patient Safety Databases (NPSD). The Act stipulates that the NPSD shall be an interactive evidence-based management resource for providers, patient safety organizations, and other entities. The objectives of the contract are to: (1) provide options for establishing a NPSD and to implement a strategic plan to provide technical assistance regarding the establishment of a NPSD; (2) develop, implement, and evaluate Common Formats and their further development in coordination with other federal agencies engaged with implementation of Patient Safety Organizations (including FDA, CDC, CMS) and other possible entities (National Quality Forum, World Health Organization); (3) analyze national and regional statistics including trends and patterns of health care errors and to integrate such analyses with annual quality reports prepared by AHRQ; and (4) provide technical assistance to AHRQ in efforts to certify and implement policies regarding Patient Safety Organizations and other entities established to create and maintain a NPSD. Further, the work will include the development of a strategic plan to facilitate the development of Common Formats for the collection, coding, and classification of adverse event data and medical errors data, and reporting data to a network of patient safety databases. The proposed acquisition is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. For this requirement, sources must have experience with building national databases and common formats specifically for purposes of health care quality management.and patient safety. Sources must possess qualifications and demonstrated experience in the following technical areas: design of national QM systems/ databases; development of Common Formats (data standards); specification of analytic strategies; formulation of continuous quality improvement systems; experience in patient safety; in-depth familiarity with the requirements of PL 109-41. Sources must possess a demonstrated track record of designing data formats, data processing systems, and report layouts and with building national databases and common data formats specifically for purposes of health care quality management and patient safety. Sources must also possess, or be able to obtain in-house or through subcontracting arrangements, the staff and other resources needed to expeditiously carry out the different types of required activities. Interested organizations capable of performing the above requisite qualifications and expertise, should submit a statement of capabilities with documentation supporting its ability to meet the Government?s requirements as described above no later than July 7, 2006. No solicitation document is currently available. Capability statements received after July 7, 2006, will not be reviewed. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
