Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. The North American Industry Classification System code is 333112, with a small business standard of 500 employees. The acquisition is a firm-fixed contract. Purchase 1 each Brand name or Equal with salient characteristics of the Kubota 4 WD Tractor Model No. L4630HST, hydrostatic transmission, 44 net HP, 38 PTO HP, R$ industrial tires, ROPS w/sunshade canopy, & seat belt, 3 point hitch with Gearmoore 3 spool valve, hydraulic top & tilt kit installed w/ 2 cylinders & valve box; 2) New Kubota LA853 Quick Attach loader with 72" bucket, bolt on edge, installed on above tractor; 3) New Kubota BH90 Backhoe attachment with mounting kit, 12" bucket, 16" bucket, installed on above tractor; 4) New Vrisimo SC174 74" flail mower with industrial "split" knives; 5) New Sweepster RHFA 7' Rear power broom, 3 point mounted, PTO driven, manual angle, & brush w/ ? wire & ? poly bristles; 6) New McMillan X975 -H2 Hydraulic boring head, 2" hex drive, electro-hydraulic plumbing, loader-mounted, 9" & 12" augers; 7) New Fastline 20' cushion tilt trailer. 20' deck, 16' tilt - 4' stationary, 6" channel frame, 3" channel cross member on 2' centers, 6000# torsion axles, both axels equipped with electric brakes, 2 5/16" adjustable build coupler, 7000# dropleg jack, 16 gauge tear drop fender, hydraulic cylinder for control. Unit will be delivered to New Melones Maintenance yard. Unit will be fully assembled and ready to work. Warranty on tractor is two years or 1500 hours (whichever comes first) on full unit, 3 years or 2000 hours (whichever comes first) on the powertrain, except for the clutch and normal "wear" items. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial, apply. FAR 52.212-2 Evaluation Commercial Items. Evaluation Factors: As a minimum, the make and model specified is required in order to be interchangeable with existing tractor/trailer and attachments. Proposals will initially be evaluated for product acceptability. Only proposals with acceptable products will be considered. Award will be made to the responsible offeror on the basis of the lowest evaluated price and ability to meet all of the above salient characteristics. The government may award a contract based on initial offers received, without discussion of such offers; therefore, initial offer should contain the offerors best terms from a cost or price and technical standpoint. Offerors must include a completed copy of the provision at FAR 51.212-3, Offeror Representations and Certifications Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items are applicable. Pursuant to FAR 52.211-6 the Brand Name or Equal clause the offeror must provide descriptive literature of item being offered. Effective October 1, 2003, any contractor to be awarded a government contract must be registered in Central Contractor Registration (CCR). Contractors may register at http://www.ccr.gov. Failure to register will make an offeror ineligible for award. Effective January 1, 2005, any contractor submitting a quotation, offer or proposal to the Government must complete their Representations and Certifications online. All the representations and certifications which used to be submitted within Section K are now located online. Online Representations and Certifications (ORCA), can be completed at http://orca.bpn.gov. All responsible sources may submit an offer.
