Description

This is a Presolicitation notice, in anticipation of the issuance of a Request for Proposals for a Repair and Alterations Indefinite Quantity/Term Contract consisting of, but not limited to, providing all labor, materials, supervision, equipment and tools necessary for general repairs and alterations (including installation of Partitions, Doors, Electrical Work, Hardware, etc) to Government-owned and leased facilities at various locations throughout Northern New Jersey, including Essex, Sussex, Hudson, Monmouth and Passaic counties, and Staten Island, New York. This includes the Peter W. Rodino Jr. Federal Building where the New Jersey Service Center is located. The Offeror will be required to serve as the General Contractor and will therefore be responsible for the work of all trades involved on a project. The contract period will be for twelve (12) months with Four (4) additional 12 month Option Periods which the Government will have the unilateral right to exercise. The Option Periods will be priced and evaluated as part of the overall proposal submitted. The contract will be awarded on a lowest price, technically acceptable basis. The Offeror shall have the ability to perform construction projects (individual work orders, on an as-needed basis) ranging from an estimated $2,000.00 to $100,000.00 and over. Individual work orders will be placed utilizing pre-priced line items as stated in the solicitation. This procurement will be a total small business set aside under NAICS Code 236220 (the size standard is currently $31 million). A bid bond in the amount of 20% of the base contract period will be required. Additionally, performance and payment bonds may be required once award of the contract is made, depending on the size of the individual work orders. It is anticipated that the solicitation documents will available electronically on the Government Port of Entry (GPE) at http://www.fedbizopps.gov on or about July 30, 2006.
