- D ?PATIENT-CENTRIC DATA BASE LICENSES(Claims Data) U.S. Dept. of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate on a non-competitive basis with PharMetrics, 311 Arsenal Street, Watertown, MA 02472. The Government anticipates making a fixed priced award of a Purchase Order with a twelve month period. This requirement is to acquire PharMetrics Claims Data that includes information of the patient, his/hers diagnosis procedures, charges negotiated by the insurance company and charges. BEA provides many economic measurements as part of the National Income and Product Accounts (NIPAs). The NIPAs are used for a variety of purposes in setting national economic policy and in forecasting and interpreting macroeconomic activities. They include Gross Domestic Product (GDP), which is considered the most useful summary measure of the nation?s production. BEA, as one of the world?s leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. BEA collects source data for specific sectors of the economy. The Bureau of Economic Analysis shall construct a price deflator for health services using retrospective claims data that contains medical and pharmacy claims for a large number of beneficiaries. Specifically, the Government needs: 1. Claims data that include information on the patient, his/her diagnosis, procedure, charges requested by the health provider, charges negotiated by the insurance company, and charges paid by the insurance company versus the patient. 2. We need a data set that identifies separate disease episodes for each patient. 3. The patients in the dataset must be representative of the population at large. 4. The data must be clean?some vendors apply statistical algorithms to the data to identify anomalies and replace those observations with statistically sound imputations. 5. Our methods require millions of observations Deliverables to be performed: The contractor shall provide claim level data for both prescription drugs and treatments for a large number of private insurance beneficiaries. The data shall have an extract containing data on approximately 5 million patients from 1998 to 2005, or about 15 million observations. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis.
